reason of inadequate maintenance, dilapida-
tion, obsolescence, fire hazard, disaster, dam-
age or abandonment is, for the purpose of this
section, an unsafe use.
All such unsafe electrical systems or
equipment are hereby declared to be public
nuisances and shall be abated by repair, re-
habilitation, demolition or removal in accor-
dance with the procedures set forth in Chap-
ter 1 of the Code of Ordinances. As an alter-
native, the building official or other employee
or official of this jurisdiction as designated by
the governing body may institute any other
appropriate action to prevent, restrain, cor-
rect or abate the violation.
81-3. Electrical code board.
(a) Board established. In order to determine
the suitability of alternative materials
and methods of installation; to provide
for reasonable interpretations of the
electrical code; to serve as an appeal
body for the decisions of the building
official; to advise the city council on all
electrical regulations and procedures;
and to provide for examining applicants
for electrical contractor's registration,
electrical maintenance and journeyman
electrician certificates of competency and
issuing electrical contractor's registra-
tion and electrical maintenance and
journeyman certificates of competency,
there is hereby created the electrical
code board.
(b) Membership. The electrical code board
shall consist of five (5) members appoint-
ed by the city council. Four (4) members
shall have a background or experience in
electrical engineering, electrical contract-
ing, electrical installation or electrical
maintenance, and one (1) member shall
be appointed from the public at large.
(c) Term of office. The term of office of all
board members shall be three (3) years.
(d) Rules and regulations. The board shall
make such rules and prescribe such pro-
cedures as may be reasonably necessary

for its operation, except that such rules
shall include the following:
( 1) Board chairperson. The chairperson
of the board shall be a member of
the board elected annually by a
majority of the board.
(2) Secretary of the board. The building
official, or designee, shall be secre-
tary of the board. The secretary
shall arrange for meetings and pre-
pare and keep such minutes and
records and perform such other
clerical work as the board may di-
rect.
(3) Quorum. Three (3) members shall
constitute a quorum. The concurring
vote of three (3) members of the
board shall be necessary to pass any
motion.
(4) Service until appointment of succes-
sor. Upon completion of the term
office, members of the electrical code
board shall continue to serve in
their full capacity until their succes-
sor has been duly appointed.
(5) Meetings. The electrical code board
shall meet at least once every three
(3) months upon call of the chairper-
son, secretary or city manager.
Members of the electrical code board
shall attend at least two-thirds (2/3)
of all scheduled meetings within a
twelve month period. If any member
does not attend such prescribed
number of meetings, it shall consti-
tute grounds for the board to recom-
mend to the city council that said
member be replaced.
(6) Attendance. The attendance of all
members shall be entered on the
minutes by the secretary.
(7) Conformity with open meetings law.
All meetings shall be held in confor-
mance with provisions of the Iowa
Open Meetings Law.
(8) Minutes. The electrical code board
shall file with the city council a copy
of the minutes of each meeting of
the board within ten (10) working
days after such meeting.

HISTORIC PRESERVATION

surements; the relationship of the parts to one
another within a building, or structure or in
comparison to other buildings or structures
within that vicinity.
Site: The location of a significant event, a
prehistoric or historic occupation or activity, or
a building or structure, whether standing, ru-
ined, or vanished, where the location itself
possesses historic, cultural, or archeological
value regardless of the value of any existing
structure. Examples of sites include: cemetery,
designed landscape, habitation site, natural
feature having cultural significance, rock carv-
ing, rock shelter, ruins, trail or village site.
Structure: Anything constructed or erected,
the use of which requires a permanent or tem-
porary location on or in the ground, including,
but not limited to, the following: earthwork,
fences, gazebos, advertising signs, billboards,
backstops for tennis courts, radio and television
antennas, including supporting towers, and
swimming pools. As distinguished from build-
ings, structures are those functional construc-
tions made usually for purposes other than
creating human shelter. (Ord. 18-01, ~ 1,

Sec. 25-3. Historic Preservation Commis-
sion Established; Membership;
Term Of Office; Vacancies In
Office:
(a) The historic preservation commission is
hereby established and shall consist of nine (9)
members who shall be residents of the city.
(b) Members of the commission shall be ap-
pointed by the city council as follows: one resi-
dent from each designated historic preservation
district, including the districts hereinafter es-
tablished; and four (4) at large members. Each
member shall possess qualifications evidencing
expertise or interest in architecture, history,
archeology, law, construction or building reha-
bilitation, city planning or conservation in gen-
eral. One commission member shall be a li-
censed architect.

(c) Members shall serve three (3) year terms.
(d) Vacancies occurring in the commission,
other than through expiration of term of office,
shall be only for the unexpired portion of the
term of the member replaced. Each member
shall serve until the appointment of a succes-
sor.
(e) Members may serve for more than one
term.
<0 Vacancies shall be filled by the city council
in accordance with the requirements set forth
above.
(g) Members shall serve without compensa-

Sec. 25-4. Election Of Officers; Organiza-
tion; Rules And Bylaws; Conduct
Of Meetings; Record Of Actions;
Attendance At Meetings:
(a) The commission shall elect from its mem-
bership a chairperson and vice chairperson,
whose terms of office shall be :fixed by bylaws
adopted by the commission. The chairperson
shall preside over meetings of the commission
and shall have the right to vote. The vice chair-
person shall, in cases of absence or disability of
the chairperson, perform the duties of the chair-
person.
(b) The city manager shall designate a person
to serve as secretary to the commission. The
secretary shall keep a record of all resolutions,
proceedings and actions of the commission.
(c) The commission shall adopt rules or by-
laws for the transaction of its business. The
bylaws shall provide for, but not be limited to,
the time and place of holding regular meetings,
the procedure for the calling of special meetings
by the chairperson or by at least three (3) mem-
bers of the commission and quorum require-
ments.

The Investment Oversight Commission is
hereby created.

Sec. 2-232. Composition.
(a) The Investment Oversight Commission
members shall be appointed by the City
Council. The Commission shall be made up of
five (5) members of the community with
knowledge about investments and finance but
with no affiliation with a firm or corporation
which does now or may in the future provide
investment or imancial advice or services to the
City.

(b) The original appointment of the members
of the Commission shall be as follows: one for
one year, one for two (2) years, and one for
three (3) years, from July 1 of the year of such
appointment or until a successor is named to
serve out the unexpired portion of a term. of
appointment or until a succes.or is appointed to
serve for a term of three (3) years. After
February 15, 1993, two (2) additional members
of the Commission shall be appointed as
follows: one f()r one year, and one for two (2)
years. Members appointed thereafter shall
serve three (3) year terms.

Sec. 2-233. Powers and duties.
The Investment Oversight Commission shall:
(1) Review the actions and decisions of the
City's Investment Committee and all
money managers for compliance with the
City's investment policy and report any
noncompliance to the City Council;
(2) Recommend, as needed, changes in the
City's investment policy to the City
Council; and
(3) Review the investment performance of
the City's Investment Committee and
money managers and to report to the
City Council concerning same at least
quarterly.

Sec. 2-234. Reports provided.
The City Manager shall provide the
Investment Oversight Commission monthly,
quarterly and annual reports of the. City
Treasurer, fmancial advisors and auditor.

I have a BA in English from Ohio Dominican University and an MBA from the
University of Iowa. I worked in higher education publishing in various positions,
including senior management, for over 30 years. Presently, I am President and co-owner
of a publishing company specializing in training materials for health care workers. I am
also an adjunct faculty member at the University of Dubuque, where I teach a graduate
course-Writing for the Professional-in the MAC program. I also work part-time at
River Lights Bookstore. I feel my experience in business management and publishing
qualifies me for this position.
What contributions can you make or state reason for applying:

I think that a public library is the backbone of the community, and especially so in a
smaller community such as Dubuque, The Carnegie Stout Library is a gem from both an
historical perspective and because it has so many wonderful resources. I hope that I can
contribute toward the continued success of the Library as it begins refurbishment of the
physical structure and continues to seek ways to better serve the community. I hope that
my business background and work within the publishing environment will help me
contribute a unique perspective to the Library Board of Trustees.

Sec. 30-L Board Of Trustees-Composition:
The Carnegie-Stout Free Public Library of the
City shall be under the control and direction of
the Board of Library Trustees. Such Board shall
consist of seven (7) members who shall be ap-
pointed by the Mayor with the approval of the
City Council. (1976 Code, ~ 23-1)
Sec. 30-2. Board Of Trustees-Eligibility
For Membership:
Citizens and residents of the City, male or
female, over the age of eighteen (18) years, are
alone eligible for membership on the Board
mentioned in Section 30-1 of this Chapter.

Sec. 30-3. Board Of Trustees-Compensa-
tion:
Members of the Board described in Section
30-1 of this Chapter shall receive no compensa-

exercise the following powers:
(1) To meet and organize by the election of
one of their number as president of the
Board, and by the election of a secretary
and such other officers as the Board may
deem necessary;
(2) To have charge, control and supervision
of the public library, its appurtenances
and fixtures, and rooms containing the
same, directing and controlling all the
affairs of such library;
(3)
To employ a librarian, such assistants
and employees as may be necessary for
the proper management of said library,
and fix their compensation; but, prior to
such employment, the compensation of
such librarian, assistants and employees
shall be fixed for the term of employment
by a majority of the members of said
Board voting in favor thereof;
(4)
To remove such librarian, assistants or
employees by a vote of two-thirds e/3) of
such Board for misdemeanor, incompe-
tency or inattention to the duties of such
employment;
(5) To select and make purchases of books,
pamphlets, magazines, periodicals, pa-
pers, maps, journals, furniture, fixtures,
stationery and supplies for such library;
(6) To authorize the use of such libraries by
nonresidents of the City and to fix charg-
es therefor;
(7) To make and adopt, amend, modify or
repeal bylaws, rules and regulations, not
inconsistent with law, for the care, use,
government and management of such
library and the business of said Board,
fixing and enforcing penalties for the
violation thereof;
(8) To have exclusive control of the expendi-
tures of all taxes levied for library pur-
poses as provided by law, and of the
expenditure of all monies available by
