Shubatt 2770 Tiffany Court Dubuque, IA 52001 May 31, 2005 .T~ ',J \ I Mayor Terry Duggan and the City Council C/O City Clerk City Hall Dubuque, IA 52001 '~-~'I Dear Mayor and Council Members: I have served on the Carnegie Stout Public Library Board of Trustees for the past four years, and have had the pleasure of serving as President of the Board this past year. I have greatly appreciated the opportunity to be of service and would like to remain on the Board. Currently, five of the Board's seven seats are up for reappointment. The other two seats will be up for reappointment in 2008. This is not a desirable staggering of terms. To correct the problem, the Board and the Library Director ask that you consider the following proposal. City Ordinance 30-4 provides that Board members hold office for four (4) years and until such member's successor is appointed and qualified (emphasis added.)" Current Board members Jack Felderman, Tom Tully and Mary Strom have elected not to seek reappointment. Kristen Smith and I would like to continue in our service. My understanding is that there are sufficient applicants to fill the seats vacated by Board members Felderman, Tully and Strom. I propose that the Mayor appoint, subject to Council approval, those applicants to serve four-year terms. I further propose that Board member Smith and myself be allowed to hold over in our service until 2007, at which time our seats will come open and be appointed for new four-year terms. The result of this proposal is that the Library Board would have two seats open in 2007, two open in 2008, and three open in 2009 - as opposed to having two seats open in 2008 and five open in 2009. Thank you for your consideration, and thank you again for the opportunity to be of continued service to the Carnegie Stout Public Library.
