Leisure Services Manager Gil Spence recommends award of the contract to the low bidder, Portzen Construction, Inc., in the amount of $649,200. This is 26.5% under the estimate. Spence, Leisure Services Manager SUBJECT: Water Works Park Phase I Construction Project INTRODUCTION The purpose of this memorandum is to recommend that the City Council award a contract to Portzen Construction, Inc., in the amount of $649,200, for construction of Phase I of Water Works Park on the Hawthorne Street Peninsula. DISCUSSION On May 26, 2005 bids were received for construction of Water Works Park, Phase I. This phase of the project includes construction of the roadway, parking lots, lighting of the roadway and parking lots, and utilities. The rest room building construction will be an alternate. Total Phase I base bid project estimates are as follows: construction contract $ 849,692 contingency $ 165,318 design fee $ 110,000 $ 1,125,000 Accepting alternate #1, the project cost is as follows: construction contract contingency design fee $ 649,200 $ 97,380 $ 110,000 $ 856,580 This is a savings of $268,420 and will be used to offset cost overruns for the Gateway Landscaping and Pyatigorsk Park Projects. RECOMMENDATION I recommend that a contract be awarded to Portzen Construction, Inc. in the amount of $649,200 for construction of Water Works Park, Phase I. ACTION STEP The action requested is that the City Council adopt the attached resolutions awarding the Water Works Park, Phase I Construction Project to Portzen Construction, Inc. in the amount of $649,200. WHEREAS, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. WHEREAS, said sealed proposals were opened and read on the 26th day of May, 2005, and it has been determined that the bid of Portzen Construction, Inc. in the amount of $649,200 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Portzen Construction, Inc., and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. Van Milligen, City Manager SUBJECT: Water Works Park Development Project, Phase I INTRODUCTION The purpose of this memorandum is to request that the City Council initiate the bidding process for construction of Water Works Park, Phase I. DISCUSSION This project provides for Phase I construction of Water Works Park. This phase will include demolition, site preparation, all roadway and parking lot construction, and utilities. Phase II will be done next summer and will include rest room construction, landscaping, site furnishings, trail construction, and council ring and fishing pier construction. The engineer's estimate for the base bid is $849,692. The schedule for the project is as follows: City Council initiate bidding process Notice to bidders Receipt of bids Notice of public hearing Public hearing/award contract Complete project May 2, 2005 May 6, 2005 May 26, 2005 May 27, 2005 June 6, 2005 December 1, 2005 The Fiscal Year 2006 C.1. P. budget contains $1,125,000 for Phase I of the project and the Fiscal Year 2007 budget contains $470,000 for Phase II, plus there is a $200,000 Recreation Trails Grant for a Phase II total of $670,000.
