Minutes_City Conference Board 3 9 11City Conference Board Meeting March 9. 2011 In accordance with the provisions of Chapter 441.16 of the 2007 Code of Iowa. the Dubuque City Conference Board met in the Dubuque County Supervisors Chambers. 4th Floor Court House. 720 Central Ave.. Dubuque. Iowa at 4:00 p.m. The purpose of the meeting is the public hearing and the adoption of the Dubuque City Assessor's budget for the fiscal year 2011 — 2012. Meeting was called to order by acting chairperson Joyce Connors at 4:10 p.m. Roll call was taken. Those present were: City Mayor Rov Buol Joyce Connors Ric Jones School Board: Craig Beytien Otto Krueger Supervisors: Eric Manteruach Daryl Klein Wayne Demmer Also present were Jeff Miller. GIS coordinator for Dubuque County. Dave Kubik. Dubuque County Assessor. Don Vrotsos. Dubuque County Sheriff along with City Assessor Rick Engelken and Deputy Assessor Kim Reittinger. The first order of business was to approve the minutes of February 7. 2011 meeting of the City Conference Board. A motion was made by Mr. Demmer and seconded by Mr. Beytien to approve the minutes of those meetings. All members voted "Aye." Motion carried. Mr. Engelken then presented the proof of publication of the fiscal 2011 -2012 City Assessor's proposed budget. Mayor Roy Buol arrived. Acting chairperson Joyce Connors then asked if the City Assessor's office had received any protests against the City Assessor's proposed 2011 — 2012 budget. Mr. Engelken responded that there were none. The next item on the agenda is the Collective Bargaining Agreement. Mr. Ganshirt was not able to attend the meeting. Mr. Engelken informed the board that there has been no movement on negotiations with the union contract. Discussion was held regarding salaries. an Industrial /Conmmercial reevaluation and pictometry. Mr. Klein made a motion to adopt the budget for the 2011 — 2012, with a reduction of $25.000, in the tax asking for the assessment expense fund. He also moved to freeze the salaries of the Assessor and Deputy. It was also recommended the salaries for the staff be reduced to show no increase. Mr. Beytien seconded the motion. All members present voted "Ave." Motion carried Mr. Manternach made a motion to have Mayor Roy Buol sign the contract. Mr. Jones seconded the motion. All members voted "Ave ". Motion carried. As there was no further business. Mr. Jones made a motion to adjourn the meeting. Mr. Manternach seconded the motion. All members present voted Ave." " Motion carried. Meeting adjourned at 4:38 p.m.
