Consolidated Funding application and Authorizing Resolution that was submitted to the
Iowa Department of Transportation for Fiscal Year 2012 funding for The Jule.

BACKGROUND
The Jule, the transit department for the City of Dubuque, receives a portion of its
operating funds from the Iowa Department of Transportation (IA DOT). The state
funding is allocated through a variety of funding streams: State Transit Assistance
(STA), 5310 (Special Needs), 5311 (Non- Urbanized formula), 5309 (Capital Investment
e.g. vehicle replacement, facility construction and /or improvement, Intelligent Transit
Systems or ITS, etc.), 5316 (JARC), and 5317 (New Freedom). In order to receive the
consolidated funding The Jule is required to annually submit a Consolidated Funding
application for the next fiscal year. An Authorizing Resolution, once approved by City
Council and signed by the Mayor, must be submitted along with the application to the
Office of Public Transit (OPT).
DISCUSSION
STA funding is determined by combined fixed route and paratransit service ridership,
revenue miles, operating expenses and locally determined income. The total population
of each city or region is portioned as a percentage of Iowa's total population which is
weighted to percentage of formula funding. In Fiscal Year (FY) 2012 the OPT has
determined that The Jule's STA fund allocation will be $185,039 or 1.75 %, and the
Section 5310 formula allocation will be $34,253 or 3.44% (total of $219,292).
RECOMMENDATION /ACTION STEP
recommend that the City Council approve the Consolidated Funding application as
submitted.
