7th Street Retaining Wall Reconstruction Project Award

Van Milligen, City Manager SUBJECT: 7th Street Retaining Wall Emergency Repairs CIP 3501029 DATE: January 15, 2012 Dubuque bierd All- America City 1 2007 Through the competitive quotation process for public improvements, the 7th Street Retaining Wall Emergency Repairs Project was awarded on January 13, 2012, to Portzen Construction in the amount of $351,336.20, which was 8.35% under the revised engineer's estimate of $373,585.00. City Engineer Gus Psihoyos recommends that the award for the 7th Street Retaining Wall Emergency Repairs Project be officially recorded in the minutes of the City Council. Van Milligen, City Manager Gus Psihoyos, City Engineer SUBJECT: 7th Street Retaining Wall Emergency Repairs CIP 3501029 DATE: January 12, 2012 Dubuque All- America City 'I'll®, 2007 On October 3, 2011, the City Council authorized (Resolution 328 -11) emergency repairs to the public retaining wall along 7th Street and the associated street pavement. The project provides for the: reconstruction of the retaining wall; resurfacing of 7th Street in the area of the wall; replacement of the curb and gutter along this repair; and the replacement of the guardrail along the retaining wall. On November 7, 2011, the City Council was notified that the project would be delayed since only one bid was received for $464,553.00. This bid was 15.1 percent over the original estimate of $403,535. The following is a summary of the bids received on January 12, 2012: Portzen Construction Drew Cook & Sons Excavating Tschiggfrie Excavating Minnowa Construction Top Grade Excavating M -Z Construction $351,336.20 $362,982.00 $383,990.90 $396,097.50 $404,808.00 $459,464.00 Through the competitive quotation process for public improvements, this project was awarded on January 13, 2012, to Portzen Construction, of Dubuque, Iowa, in the amount of $351,336.20. This amount is 8.36% under the revised engineer's estimate of $373,585.00. The engineer's bid was revised to remove temporary pavement as a bid item. Temporary pavement is not needed due to the time of year the wall will be reconstructed.
