Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendation for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities for an
amount up to $9,000 for the University of Dubuque to purchase a high definition video
camera and computer and software for video editing.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele- Programming Commission for
funding from the Capital Grant for Access Equipment and Facilities
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on
June 5, 2005, currently has a balance to be awarded of $1541315
At its meeting on January 11, the Commission approved a request for funding from the University of Dubuque for up to
$9,000 to purchase a high definition video camera and a computer and software for video editing
The grant application is attached
RECOMMENDATION
I respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file,

Provide a general description of what you are requesting and why The University of Dubuque's Media
Services Department respectfully requests funds to purchase a professional -grade high definition video
camera and iMac workstation for video editing This equipment will replace aging gear, including a MiniDV
camcorder and a Windows XP PC, which are outdated and no longer conform to current video standards
The new equipment would greatly enhance our ability to efficiently shoot, edit and produce video not only
for the University, but for the city of Dubuque as well Nathan Ripperger, the Media Services Specialist at
the University of Dubuque, is the University's full -time video professional Nathan has extensive video
editing experience, including over five years as video editor at Twisted Post Productions in Anamosa,
prior to his current position at UD
Describe how the community will benefit from your request The University of Dubuque will share video
that would be of interest to the to -state community for re- broadcast on local public- access channels
Examples would include athletic events, guest lectures, student concerts, and official University
ceremonies such as convocation, graduation, and nursing and ROTC pinning or commissioning
ceremonies
