Bargaining Agree Operating Engrs D~~E ~~~ MEMORANDUM June 13, 2005 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Collective Bargaining Agreement between the City of Dubuque and the International Union of Operating Engineers, Local #758 Personnel Manager Randy Peck recommends City Council approval of an agreement with the International Union of Operating Engineers, Local #758 for the contract period beginning July 1, 2005 through June 30, 2006. The compensation package is consistent with the compensation package to be received by the Dubuque Police Protective Association, the Teamsters Local Union No. 421 and Non-Bargaining Unit employees. Van Milligen City Manager Randy Peck Q. ~ Personnel Manager \)'\ SUBJECT: Collective Bargaining Agreement between the City of Dubuque and the International Union of Operating Engineers, Local #758 We have reached an agreement with the International Union of Operating Engineers, Local #758 for the contract period beginning July 1, 2005. Bargaining was limited to Article XXVII, Group Insurance and Article XXXIX, Wage Plan. The changes to the agreement are as follows: Article XXVII, Group Insurance Effective July 1, 2005, employees will pay 10% of the cost of the premium established for the health and prescription drug insurance plan for which the employee is enrolled. Article XXXIX, Waqe Plan · Effective July 1, 2005 through June 30, 2006 the wage plan in effect on June 30, 2005 will be increased by 5.4% across-the-board. · Effective July 1, 2005 through June 30, 2006 the wage plan in effect on June 30, 2005 will be increased by 3% across-the-board for seasonal employees. The compensation package is consistent with the compensation package to be received by the Dubuque Police Protective Association, the Teamsters Local Union No. 421 and Non-bargaining Unit employees effective July 1, 2005. The compensation package is also consistent with the City Council's wage guideline for the fiscal year beginning July 1, 2005. I recommend that the attached resolution be approved. Iowa 52001-4864 Telephone: 563-589-4125 RESOLUTION NO. 271-05 APPROVING THE AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA, AND THE INTERNATIONAL UNION OF OPERATING ENGINEERS, lOCAL #758 AND AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT Whereas, the Sixty-Fifth General Assembly adopted the Public Employment Relations Act, Chapter 20, Code of Iowa; and Whereas, the City of Dubuque is a public employer within the meaning of Section 3 (1) of the Public Employment Relations Act; and Whereas, the International Union of Operating Engineers, Local #758 is an employee organization within the meaning of Section 3 (4) of the Public Employment Relations Act; and Whereas, the International Union of Operating Engineers, Local #758, submitted a request to bargain collectively on behalf of the employees within its representation; and Whereas, bargaining between the parties has occurred and an agreement has been concluded. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the terms of the agreement be approved and the Mayor authorized and directed to sign the collective bargaining agreement. Passed, approved and adopted this 20th day of June, 2005. Terrance M.
