Van Milligen, City Manager SUBJECT: National Street at Burlington Street A citizen requested the installation of stop signs at the intersections of National Street and Muscatine Street and at National Street and Burlington Street. City Engineer Gus Psihoyos recommends installation of a stop sign for westbound traffic on National Street at its intersection with Burlington Street since the sight distance for southwest bound drivers on National is somewhat compromised. No changes are recommended for the intersection of National Street and Muscatine Street. I concur with the recommendation and respectfully request Mayor and City Council approval. FROM: SUBJECT: National Street at Burlington Street INTRODUCTION The following is in response to a citizen request to install stop signs at the intersections of National Street and Muscatine Street and at National Street and Burlington Street. DISCUSSION The intersection of Muscatine Street and National Street is a four-way intersection with very low traffic volumes. Records indicate that only right angle crash that has occurred at the intersection of National and Muscatine in the last five years was on March 29, 2000. The law requiring drivers to yield to vehicles on the right at uncontrolled intersections seems to be working at this location. No changes in traffic control are recommended at this time. The intersection on National and Burlington is aT-intersection with Burlington comprising the top of the "T". Traffic volumes are very low at this intersection as well. Records indicate that no crashes have occurred at the intersection in the last five years. However, City staff has often recommended installation of Stop or Yield signs at T- intersections to clarify the assignment of right-of-way. Based on observations of the citizen who made the request, staff would recommend the installation of a stop sign on National at Burlington. The approach sight distance for southwest bound drivers on National is somewhat compromised RECOMMENDATION Based on the observations of the resident, who lives at the intersection, I would recommend the installation of a stop sign on National Street at Burlington Street. ACTION TO BE TAKEN The City Council is requested to adopt the attached ordinance providing for the installation of a stop sign for westbound traffic on National Street at its intersection with Burlington Street. That the Code of Ordinances of the City of Dubuque, Iowa, be amended by adding National Street and Burlington Street to Subsection (b) of Section 32-214 thereof as follows: Sec. 32-214.
