SUBJECT: Contract for ride-along training for Northeast Iowa Community College
Fire Chief Dan Brown recommends City Council approval of a contract with Northeast
Iowa Community College for the Fire Department to provide preceptorships for students
in the college's EMS training programs.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Contract for ride-along training for Northeast Iowa Community
College
The attached contract is an extension of one that has been in place for several
years with Northeast Iowa Community College the Fire Department to provide
preceptorships for students in the college's EMS training programs.
The only change in the contract since we last had Barry Lindahl review it in 1999,
is that the duration is longer. This change was made at our request.
Requested Action:
The City Manager is requested to sign the tabbed area of the contracts, and
return it to the EMS office.

EMS Clinical/Field Training Site Agreement
between:
NORTHEAST IOWA COMMUNITY COLLEGE
Continuing Education Division
and
DubuQue Fire Department
Name of Cooperating Agency
Northeast Iowa Community College (hereinafter called the COLLEGE) and
Dubuque Fire Department (hereinafter called the COOPERATING AGENCY).
PURPOSE OF AGREEMENT
This is a mutual Agreement between the COLLEGE offering a program in Health Continuing
Education and the COOPERATING AGENCY providing clinical/field areas for selected student
learnings. The basic purpose of this Agreement is to establish cooperative relationships and to
outline responsibilities of the two cooperating parties as they contribute to the learnings of
students of the Emergency Medical Service training programs at Northeast Iowa Community
College.
I. Both Parties:
A. Shall establish a channel of communication for the purpose of continuing feedback.
B. Shall provide evidence of non-discrimination with respect to race, religion, sex, creed,
disability or national origin by on-going practices.
C. Either party shall have the right, for good causes shown and upon prior notification to
the other party, to dismiss a participant from the clinical/field experience portion of the
Emergency Medical Service training programs offered by Northeast Iowa
Community College conducted at the COOPERATING AGENCY.
D. Shall not use students in lieu of professional or non-professional staff.
E. Shall provide schedules, including the number of students, types of students according
to their proficiency level, and the availability of the facility.
F. Have the right to unilaterally terminate the agreement, in writing, giving a 30 day
notice, the autonomy of each being recognized.

II. Responsibilities of Northeast Iowa Community College:
A. Shall assume full responsibility for planning and execution of the educational phase of
the Emergency Medical Service training programs.
B. Shall be responsible for the planning, implementation and administration of the
curriculum.
C. Identify students by name to the COOPERATING AGENCY two weeks prior to
scheduled clinical/field experience rotation.
D. Advise COOPERATING AGENCY and the students in writing of the starting and
ending dates of the clinical/field experience.
E. Northeast Iowa Community College shall maintain general liability and worker's
compensation insurance policies covering all NICC Personnel involved in this program,
to include instructors and supervisors. Additionally, NICC will insure that all its
personnel and students have, and maintain during the duration of this course,
professional liability insurance, to cover all aspects of this course and such policies are
to be maintained at such limits as agreed upon by the parties to the Agreement. NICe's
general liability insurance shall be a minimum coverage of one million dollars per
occurrence.
F. The Course Coordinator shall plan appropriate visits, consultations, conferences and
planning sessions with the ClinicalIField Supervisor of the COOPERATING
AGENCY.
G. Maintain immunization files for each student documenting proof of immunization or a
signed waiver.
H. It is the responsibility of the educational facility to ensure students are knowledgeable
of and held accountable for compliance with the Health Information Portability and
Accountability Act (HIP AA). Northeast Iowa Community College agrees to provide
HIP AA education prior to students participating in clinical/field experiences.
1. The COLLEGE will provide criminal history and adult and child abuse registry checks
of students upon written request. The information provided to the COOPERATING
AGENCY will be limited to the information made available to the COLLEGE by the
appropriate agencies. Nothing herein shall prohibit any COOPERATING AGENCY
from conducting its own background check on a student. Should there be
criminal/abuse information returned on a check conducted by the COLLEGE, the
COOPERATING AGENCY will determine whether or not the student will be able to
participate in the clinical rotation.

III. Responsibilities of the COOPERATING AGENCY:
A. Designate a Clinical/Field Supervisor for primary responsibility in teaching,
coordinating, and directing the student's clinical/field educational program. This
individual shall be involved in the planning with the NICe faculty.
B. To make available clinical/field and related facilities for the educational program of
students of the Emergency Medical Service training programs in the following
designated areas of care: _ Emergency Department, _ ICU/CCU,
_ Respiratory Therapy, _ OR/PAR, _ OB, _ PEDS,
_ Psychiatry, and _X_ Ambulance Service.
C. Agrees to have clinical/field experience of students monitored by designated clinicians
it employs. Persons assuming this educational responsibility at the clinic shall be
selected
by mutual agreement.
D. A thorough orientation to the physical plant.
E. Reviewing the EMS Activity Log guidelines for the In-Hospital training to the students.
F. Informing the Manager of the COOPERATING AGENCY departments regarding the
scheduling of students for the In-HospitallField experience.
G. Scheduling students for the In-Hospital/Field experience times to obtain the greatest
clinical/field experience.
H. The Clinical/Field Supervisor is to provide NICC with an evaluation of each students at
the completion of the clinical/field experience.
1. The autonomy of the COOPERATING AGENCY is to be observed at all times.

IV. The Student:
A. The College will have the following designated students utilizing your cooperating
agency during their training: _ First Responder, _X_ EMT-B, _X_ EMT-I,
X EMT-P.
B. The COOP ERA TING AGENCY shall pay no stipend or other remuneration to students
for clinical/field work performed as part of the Emergency Medical Service training
program.
C. The COOPERATING AGENCY will not provide meals at student discount.
D. The student shall abide by the Policies of the COOPERATING AGENCY Policy
Manual.
E. No student shall be left without the continuous on-site presence and supervision of a
registered nurse instructor and/or an instructor certified at or above the highest level
being trained, provided by the COOPERATING AGENCY.
F. The student will provide his or her own health insurance.
This Agreement will be reviewed and renewed annually by both parties.
This Agreement is effective beginning July 1, 2005 and ending June 30, 2007
