of interst to our community and its future.
The City Clerk's Office, City Hall, 50 West 13th Street, Dubuque, IA accepts applications for any Board and/or
Commission at any time, and the application stays active for one year from the date of receipt in the Clerk's
Office.
At the appropriate regularly scheduled meeting, applications will be submitted to the City Council for their
review and applicants are encouraged to address the Council stating their reasons for wanting to serve on this

Sec. 30-1. Board Of Trustees-Composition:
The Carnegie-Stout Free Public Library of the
City shall be under the control and direction of
the Board of Library Trustees. Such Board shall
consist of seven (7) members who shall be ap-
pointed by the Mayor with the approval of the
City Council. (1976 Code, ~ 23-1)
Sec. 30-2. Board Of Trustees-Eligibility
For Membership:
Citizens and residents of the City, male or
female, over the age of eighteen (18) years, are
alone eligible for membership on the Board
mentioned in Section 30-1 of this Chapter.

Sec. 30-3. Board Of Trustees-Compensa-
tion:
Members of the Board described in Section
30-1 of this Chapter shall receive no compensa-
tion for their services. (1976 Code, ~ 23-3)

Each member of the Board described in Sec-
tion 30-1 of this Chapter shall hold office for
four \4) years and until such member's succes-
sor is appointed and qualified. The term of
office of any member shall commence July 1 in
the year in which the member is appointed.
Vacancies occurring on the Board through
death. resignation or permanent removal trom
the City shall be filled by the Mayor with tbe
approval of the Clty Conncll, but such appoint-
ments shall be made to till out the unexpired
term for which the appointment is made. (1976

Sec. 30-5. Board Of Trustees-Powers And
Duties Generally:
(a) The Board of Library Trustees described
in Section 30-1 of this Chapter shall have and

exercise the following powers:
(1) To meet and organize by the election of
one of their number as president of the
Board, and by the election of a secretary
and such other officers as the Board may
deem necessary;
(2) To have charge, control and supervunon
of the public library, its appurtenances
and fixtures, and rooms containing the
same, directing and controlling all the
affairs of such library;
(3)
To employ a librarian, such assistants
and employees as may be necessary for
the proper management of said library,
and fix their compensation; but, prior to
such employment, the compensation of
such librarian, assistants and employees
shall be fixed for the term of employment
by a majority of the members of said
Board voting in favor thereof;
(4)
To remove such librarian, assistants or
employees by a vote of two-thirds (2/3) of
such Board for misdemeanor, incompe-
tency or inattention to the duties of such
employment;
(5) To select and make purchases of books,
pamphlets, magazines, periodicals, pa-
pers, maps, journals, furniture, fixtures,
stationery aI;ld supplies for such library;
(6) To authorize the use of such libraries by
nonresidents of the City and to fix charg-
es therefor;
(7) To make and adopt, amend, modify or

It has been brought to my attention that my colleague at Clarke College has applied for a spot on the Park and
Recreation Commission. My father Red McAleece was a long time member of this Commission and it was a familiar
subject at our home. Ms. Nadeau has an office across from mine at Clarke which has enabled me to get to know her quite
well. She is diligent, honest, passionate, and dedicated to the endeavors she undertakes. She would make an excellent
asset on the Park and Recreation Commission. This is her second time applying for this Commission and I would hope
you would consider her fine qualities. Thank you for your consideration of this candidate. Before sending this
recommendation, I checked who was also running for open positions and I see one of the candidates has been on this

Sec. 34-25. Solicitation And Acceptance
Of Donations:
The Commission may solicit and otherwise
accept donations and gifts of money, personal
and real property and personal services. All
such donations and gifts as received shall be-
come the property of the City for the general
use of support of park and recreation programs
of the City unless such items have been desig-
nated by the donors for specific purposes. (1976
Code, 9 27-20)
Sec. 34-26. Membership, Appointment:
(a) The Commission shall be comprised of a
membership of seven (7) persons who shall be
appointed by the City Council for terms of three
(3) years. Four (4) members of the Commission
shall constitute a quorum for the transaction of
business. All action of the Commission shall be
by resolution and the affirmative vote of at
least four (4) members shall be necessary for
the adoption of any resolution.
(b) The expiration date for all terms of office
shall be June 30 of the appropriate year.
(c) Membership on the Commission shall be
limited to persons who are residents of the City.
(d) Vacancies caused by death, resignation or
otherwise on the Commission shall be promptly
filled by the City Council for the unexpired
term of office. (1976 Code, S 27-21; Ord. 63-94,
S 3, 11-7-1994)
Sec. 34-27. Attendance:
(a) Members of the Commission shall attend
at least two-thirds e/J) of all regularly sched-
uled and held meetings within any twelve (12)
month period. If any member does not attend

such prescribed number of meetings, it shall be
grounds for the Commission to recommend to
the City Council that the position be declared
vacant and a replacement appointed.
(b) The attendance of all Commission mem-
bers shall be entered upon the minutes of all
meetings by the secretary. (1976 Code, 9 27-22)
Sec. 34-28. Compensation:
All members of the Commission shall serve
without compensation except for reimbursement
of necessary expenses. (1976 Code, 9 27-23)
Sec.' 34-29. Organization:
(a) The officers of the Commission shall be a
chairperson, a vice chairperson and a secretary.
All officers shall be members of the Commis-
sion.
(b) At the initial meeting of the Commission
and at the first meeting in July of each year,
the Commission shall elect the above identified,
officers to serve one year terms of office_ All
officers shall be eligible to serve successive
terms of office. (1976 Code, S 27-24)
Sec. 34-30. Meetings:
(a) The Commission shall meet not less than
bimonthly, after four thirty o'clock (4:30) P.M.
on a regularly scheduled day.
(b) Special meetings may be called by the
chairperson or at the written request of three
(3) members.
(c) All meetings shall be called and held in
conformance with the Iowa Open Meetings Law.
(d) A copy of the minutes of all regular and
special meetings of the Commission shall be
filed with the City Council within ten (10)

Sec. 44-218. Membership; Terms; Officers:
(a) The Commission shall consist of seven (7)
members appointed by the City Council. In its
appointments. the Council shall endeavor to
achieve a broad representation of the
subcommunities and public interests which can
take advantage of dedicated channels to benefit
the residents of Dubuque. The Council shall
appoint only residents of the City and shall give
preference to applicants who are actively inter-
ested in promoting community cable program-
ming who, possess, or are willing to acquire,
video production background, and who will
relate to the spectrum of informational and
cultural needs of cable viewers of Dubuque.
The Cable Franchise Administrator and any-
one who is an owner, shareholder, employee .or
agent of the franchise holder shall be ineligible
to serve as a member of the Commission. The
membership may include a maximum of two (2)
government officers and employees.
Members of the Commission who represent
subcommunities utilizing dedicated channels
shall not be deemed to have a conflict of inter-
est in the use of the equipment and facilities
provided for that purpose solely because of their
membership on the Commission.
(b) Tho term of each member shall be for
three (3) years, with three (3) such terms expir-
ing each June. except those of the initial ap-
pointees only, three (3) appointments shall have
one year terms and three (3) appointments shall
have two (2) year tenns. If a vacancy occurs
beforo the expiration of a lorm, the appoint-
mont shall bo for tho unexpired portion of that
term. If the Council fails to make an appoint-
ment upon tho expiration of a term, the incum-
bont shall continuo to servo until an appoint-

ment shall be made. If any member fails to
attend at least two-thirds (2/3) of the regularly
scheduled Commission meetings within a twelve
(12) month period, the Commission may request I
the Council to declare that member's seat va-
cant. Attendance of all members shall be en-
tered in the minutes.
(c) Annually the members shall elect from
among themselves a presiding officer and a
secretary whose offices shall expire the next
June. The City's Cable Franchise Administrator
shall be adviser to the Commission. (1976 Code.

There is hereby created a City Zoning Adviso-
ry Commission, which shall consist of seven (7)
residents of the City, appointed by the City

whom shall hold an elective position in the

Sec.36-10.1. Appointment To Airport
Zoning Commission:
Two (2) members of the Commission shall be
appointed by the City Council to serve on the
Airport Zoning Commission. A member shall
serve out the term on the Airport Zoning Com-
mission even if the member's term on the Zon-
ing Commission has expired. (Ord. 86-95,
12-18.1995)
Sec. 36.11. Application And Appointment
Process:
The appointment process to the Commission
by the City Council shall include at least the
following:
(1) An application form requesting basic
information on the education, training,
experience, expectations and other quali-
fications of the applicant;
(2) Notice to and an opportunity for the
general public to comment in writing on
the qualifications of each applicant; and
(3) A formal interview by the City Council tQ
determine the applicant's qualifications
and ability to effectively serve on the

Sec. 36.12. Terms; Filling Of Vacancies;
Compensation:
The term of office for members of the Zoning
Advisory Commission shall be three (3) years or
until a successor is duly appointed. Two (2) of
the initial terms shall be for a term of one year;
two (2) of the initial terms for two (2) years;
and three (3) of the initial terms for three (3)
years.
A Commission member may be .removed at
any time with or without cause by a vote of two-
thirds (t/J) of all members of the City Council.

A vacancy occurring on the Commission

All members of the Commission shall serve
without compensation except for actual expens-
es, which shall be subject to approval by the

Sec. 36.13. Powers:,
The Zoning Advisory Commission shall con-
cern itself with short-range physical planning
and shall have and possess the following pow-
ers, duties and responsibilities:

(1) To prepare and recommend a Zoning
Ordinance by exercising the powers con-
ferred by Iowa Code chapter 414, "Munic-
i pal Zoning". Such Zoning Ordinance
shall include the boundaries of the vari-
.~. r -I"ning districts; the height, number
of stories and size of buildings and other
structures in each district; the percent-
age of gTound that may be occupied;
se~back requirements; the size of yards,
courts and other open space; the density
of population; the location and use of
buildings, structures, and land for trade,
industry, commercial, residential or
other purposes; and such regulations and
restrictions necessary to enforce such
zoning provisions. 'Ib this end the Zoning
Advisory Commission shall prepare a
preliminary Zoning Ordinance and hold
public hearings thereon and after such
hearings have been held, shall submit a
final Zoning Ordinance and its recom-
mendations to the City Council;
(2) To recommend to the City Council, from
time to time, as conditions require,
amendments, supplements, changes or
modifications to the Zoning Ordinance

(3) To make such surveys, studies, maps,
plans or plats of the whole or any portion

of the City and of any land outside there-
of, which in the opinion of the Zoning
Advisory Commission are consistent with
the Comprehensive Plan and are neces.
sary to carry out the purposes of the
Commission;
(4) To make recommendations to the City
Council upon plans, plats or replats of
subdivisions or resubdivisions within the
City which show streets, alleys or other
portions of the same intended to be dedi-
cated for public use;
(5) To make recommendations to the Long.
Range Planning Advisory Commission on
the preparation and maintenance of tbe
Comprehensive Plan;
(6) To fulfill those duties and responsibili-
ties assigned to a City Planning Commis-
sion in Iowa Code chapter 409, "Plats";
and
(7) To undertake from time to time other
specific short-range planning projects
which may be referred to it by the City
Council.
The City Council shall have the authority to
establish or revise the priorities of the Coml'!lis-

Sec. 36-14. Organization; Meetings:
(a) The Zoning Advisory Commission shall
choose annually, at its first regular meeting of
the fiscal year, one of its members to act as
chairperson, and another of its members w act
as vice-chairperson, to perform all of the duties
of the chairperson duriog the chairperson's
absence or disability. The Commission shall
adopt such rules and regulations governing its
operation and procedure as may be deemed
necessary.
(b) The Zoning Advisory Commission shall
hold a regular meeting at least monthly.
