Locust Des Moines, IA 50319 /', ~ 'c' Dear Anita: Thank you for all your hard work on behalf of Iowa Cities. I know your "Great Places" initiative has been very well received across the state, and we look forward to working with you and your staff on that and other economic development projects. I am writing to urge your support to allow current historic preservation projects located in Dubuque's Cultural and Entertainment District (that are already approved for state historic tax credits) to be eligible for the $4 million in state historic tax credits designated for CED properties. Two current Dubuque projects - the Upper Main Street upper-story housing project and the former Star Brewery renovation in the Port of Dubuque -- have been allocated tax credits in out-years but would benefit greatly if these projects could be rolled forward using the current CED tax credit allocation. Both of these projects are catalysts to further redevelopment and would benefit greatly from receiving state historic tax credits in a shorter timeframe. Dubuque has played a major role in supporting innovative programs and financing mechanisms for economic development statewide. We actively promoted the idea of additional historic tax credits for Cultural and Entertainment Districts. I would ask that you support our efforts in Dubuque's CEO and allow usage of the new tax credits for our projects already in the pipeline. Thank you for your timely consideration of our request. Sincerely, f10~ t{1 jll,~ Michael Van Milligen City Manager Service People Integrity Responsibility Innovation Teamwork
