Discussion
The Long Range Planning Advisory Commission reviewed the FY2013 -2017
recommended Capital Improvement Program.
One of the roles of the Long Range Planning Advisory Commission is to report as to the
consistency of the recommended CIP with the adopted Comprehensive Plan.
Recommendation
The Long Range Planning Advisory Commission recommends approval of the FY2013-
2017 recommended Capital Improvement Program as it is consistent with the 2008
Dubuque Comprehensive Plan.

INTRODUCTION
The purpose of this memorandum is to provide you with information you requested on connection
fees during our Budget Review that was held on Tuesday, November 22, 2011.
DISCUSSION
As per the City Code of Ordinances Title 13 Public Utilities, Chapter 1 Water Use and Services,
Article A Connections, Section 13 -1A -3 (B) Tap Charges; states the following:
Locations where water main installed since 1951 annexation at any location within
the city limits where a water main was installed since the annexation of November
7, 1951, and no previous assessment or charge has been paid for water taps, the
prevailing per linear front foot connection charge shall be paid in cash to the City
Water Department before a water service connection shall be made (2007 Code
44 -151).
The current connection fee of $22.00 per linear foot has been in place since 1992. This connection
fee is typically collected by $11.00 per linear foot as to when a connection is made to each side of
the pipe and the city would pay the remaining cost.
The fee was created from the average installation price of an 8 inch water main being $33.00 per
linear foot and that this cost be equally divided by the property owners who would connect to each
side of the pipe and the city's portion identified as the cost in providing fire protection within the
community.
In evaluating current cost it is estimated that the average price for the installation of an 8 inch main
with accessories is $84.00 per linear foot.
In using the previous formula it would be our recommendation that the current connection fee of
$33.00 per linear foot ($11.00 per linear foot - each side) with the city paying the remaining cost, be
increased to $84.00 per linear foot ($28.00 per linear foot - each side) with the city paying the
remaining cost.

13 -1A -3: TAP CHARGES:
A. Authority to Establish Connect Charge: The City Manager is hereby directed to
establish a charge for new connections and /or a charge for the installation of taps
to the water mains, which charge shall be fair and reasonable considering the
current costs of material and labor.
B. Locations Where Water Main Installed since 1951Annexation: At any location
within the city limits where a water main was installed since the annexation of
November 7, 1951, and no previous assessment or charge has been paid for
water taps, the prevailing linear front foot connection charge shall be paid in cash
to the City Water Department before a water service connection shall be made
(2007 Code § 44 -151).

This would equal approximately 2,034.08 linear feet of water main that was connected
to.
By using this same footage at the new proposed connection fee of $28.00 per linear foot
per each side of the water main connected to, would result in a total fee amount
collected of $56,954.29.
By subtracting the FY -2011 actual total revenue of $22,374.90 from the new proposed
annual increase connection fee of $56,954.29 would result in an estimated increased
collection fee of $34,579.39.

The purpose of this memorandum is to provide you with information and request that
the pool service fee be increased as of July 1, 2012.
DISCUSSION:
The Water Department on an annual average fills between 15 — 20 swimming pools.
The current fee for this service is $20.00 per hour with a minimum fee of $40.00 plus the
cost of water.
In review of this current fee we find it to be less than our actual cost in providing this
service.
It is our recommendation that this fee be increased to $25.00 per hour with a minimum
fee of $50.00 plus the cost of water.
I have attached for your review an analysis of cost for a service call (attachment 1).
It is estimated that this proposed increase will generate an additional $150 - $200
annually in support of our cost in providing this service.
ACTION:
Staff and I are recommending with your approval that this fee be increased from the
current $20.00 per hour with a minimum fee of $40.00 plus the cost of water to $25.00
per hour with a minimum fee of $50.00 plus the cost of water through our 2013 budget
process.
As per City Code of Ordinances Chapter 1 Water Use and Services Article C — Rates,
Section 13 -1 C -3 Construction Use, Paragraph D, states that this action step does not
require City Council approval (Attachment 2).

13 -1C -3: CONSTRUCTION USE:
A. Application For Temporary Water Service; Deposit: When a temporary water service is desired for
construction work, application shall be made to the city manager. A deposit equal to the actual
cost of the meter and fittings shall be paid in advance. The applicant shall guarantee payment of
such water service charges and return said meter in good condition.
B. Installation Of Meter: The applicant shall thereupon install a suitable meter, furnished by the city,
and shall pay for all water furnished in accordance with the then prevailing water rates including
minimum monthly charges.
C. Payment Of Charge When Installation Of Meter Impractical: If it is the opinion of the city manager
that placement of a meter is impractical, then the deposit for meter and fittings shall not be
required, but a charge, as determined by the city manager, after official publication, shall be
made, but under no circumstances shall water be used for sprinkling lawns, wetting down yards
or compacting of soil unless a meter has been installed on the service, or arrangements have
been made for such usage.
D. Water Rate For Various Other Purposes: The rate for water charged for other purposes not
mentioned herein, such as for circuses, carnivals, fairs, skating rinks, swimming pools, tank
wagons and filling cisterns will be made by the city manager when application is made for the
same at the water office. (2007 Code § 44 -203)
