Library Board of Trustees Update

Present: Paula Connors, President; Mike Willis, Vice President; Frederick

• Half of the fiscal year has lapsed and 53 percent of the budget has been
expended. Revenue income is at 56 percent of projections.
• Double -digit growth has been seen across many measurements.
Circulation increased 11 percent over the same time last year and up 18
percent year -to -date. Visits were up 11 percent.
• The Art Subcommittee has been working to create a revised Fine Arts
Policy. The committee recommends that the updated policy include a
statement of focus for the art collection which will provide direction for any
type of acquisition and define what the library will specialize in rather than
duplicate what other organizations in Dubuque may already have in place.
• Modern Piping repaired a waste pipe that has had clogging problems
since it was installed during the renovation. While the contractors were on
site it was decided to have the floor in the book drop room repaired. The
library will follow up with City Engineering /Legal to determine how best to
seek reimbursement for this repair.
• Sandy Dixon, who is the Assistant State Librarian, will be in Dubuque on
February 23 and will present a short continuing education session for the
Board of Trustees.
• The vending machine "library" at Asbury Plaza Hy -Vee continues to work
having only a few interruptions in the past month. The company the
machine was purchased from, Brodart, has discontinued their partnership
with the manufacturer Pik, Inc
• A discussion was held regarding the topic of interlibrary loan (reciprocal
borrowing service between libraries). There are two types of interlibrary
loan (ILL) — one is through 670 multi -type libraries in Iowa and the second
is through OCLC, which is a nonprofit membership consortia. OCLC
handles ILL requests to libraries outside of Iowa. We have about 20 -25
titles per month requested through OCLC and these transactions were
brokered for us by the regional library. The regional libraries were moved
under the control of the State Library in FY12. The State Library has
realized total budget cuts of 39 percent in recent years and is strongly
considering discontinuing this service to any library who is now a member
of OCLC. The rationale is if a library is already a member of OCLC it can
request its own ILL materials. However, this is cost prohibitive for
Carnegie -Stout and although discussions are continuing with the State
Library it is possible this service will be discontinued.
• The Board approved a contract with James Maroney and the Debra Force
Fine Art Gallery in New York for storage of the Heade painting pending
final approval of the insurance documents by City Finance. The painting
will be removed from the market and stored until the market is stronger
and the art work will be considered "fresh" again.
• Discussion was held regarding the library's materials budget for print
versus non - print. At this time there is strong demand for both formats,
increasingly so for downloadable materials. The existing budget does not
provide a great deal of funding for electronic materials.
