Leisure Services Manager Marie Ware recommends City Council approval of the
changes to park pavilion rentals for the 2012 season as recommended by the Park and
Recreation Commission.

INTRODUCTION
The purpose of this memo is to inform you of an action taken by the Park and
Recreation Commission to change park pavilion rentals.

Since the early 1980's park pavilions at Eagle Point, Murphy and Flora Parks have been
reserved via Park and Recreation Division clerical staff at the Bunker Hill office. The
park pavilions that are rentable at these three parks have been unchanged for three
decades except with the addition of the Flora Park Steel Open Air shelter constructed in
the 1990's. There are eight pavilions in these three parks that have been offered for
rent either in subdivided sections or by renting the entire pavilion.
Park pavilion fees have been increased once in three decades when the rate was
changed to $.60 from $.50 per person of the pavilion's capacity in the early 1990's. In
2005 the Leisure Services Department office began using web based software to
handle the reservation process via our clerical staff, in person or by phone. This
reservation process consumes a large amount of clerical staff time and to reduce this
workload and provide a more convenient reservation process for customers we desire
to offer Internet reservation option this year. This would allow customers twenty -four
hour access to certain pavilion reservations.
To assist with this effort it is desirable to reduce the number of pavilions that can be
subdivided to avoid confusion by customers. Also, we have received complaints when
two dissimilar types of groups share the same pavilion area.

A recent example has been a pavilion shared by a girl scout troop and a motorcycle
club, which resulted in complaints to Park Patrol staff on the rental date and to our office
on the following business day for allowing these two groups to share the pavilion.
Reducing the number of shared sections available will decrease these potential
conflicts.
Eliminating some of these smaller sections may be perceived by some customers as a
fee increase because the majority of section rentals are not shared with another group,
thus allowing the renter to utilize the entire pavilion at a reduced fee. Also, the
elimination of these smaller sections may require customers to rent a larger
space /capacity than desired and also be viewed as a fee increase. Please note the
capacity and applicable rental fees for the pavilions and sections on the charts below.
The fee for renting the entire pavilion would not change what is showed on the charts,
but the sections proposed to be deleted would no longer be an option.

Both of these pavilions would also have the option of renting the entire pavilion as
previously available. To avoid customer confusion these two open air pavilions would
not be available for reservation via the website but would be evaluated for future
inclusion.
Existing rentals of any shared space at all of these pavilions in 2012 and 2013 would be
upgraded to the entire or larger section of the pavilion at no additional charge.
The target date for these revisions to be in effect is March 1, 2012.
