Introduction
This memo provides an update on the Mines of Spain master plan process being
undertaken by the Iowa Department of Natural Resources (IDNR) for the Bottoms
property, a planned expansion of the state park.
Background
The 52 -acre Bottoms property is vacant land west of the E.B. Lyons Interpretive Center.
The City is working in partnership with the IDNR, the Friends of the Mines of Spain
(FOMOS), and the Iowa Natural Heritage Foundation (INHF) on acquisition and natural
re- development of this land. The IDNR will manage this land as part of the state park.
The property is highlighted on the attached overall map of the Mines of Spain.
Discussion
The IDNR kicked off the master plan process for the Bottoms property at a February 2,
2012 work session at the E.B. Lyons Center with a multi - disciplinary planning task force
IDNR, City, INHF, and FOMOS representatives. The task force drafted a plan for the
future management and appropriate development of this additional land, to preserve its
natural and cultural resources, as well as expand and enhance the programs and
recreational offerings of the E.B. Lyons Interpretive Center and the Mines of Spain.
Concept Plan
The 52 -acre acquisition presents opportunities, challenges, and limitations. Some ideas
being considered are the expansion of interpretive opportunities that would be
universally accessible and close to the Center; the ability to experience dramatic
scenery; develop an area for youth group camping and provide more parking close to
the Interpretive Center that is badly needed. The steep topography which adds to the
scenic beauty, also limits options. For example, like E.B. Lyons Interpretive Center, this
addition can't be connected by road to the Mines of Spain. Protection of the
archeological, historic, and natural resources may also limit what might be done with the
land.

Update on Mines of Spain Master Plan Process -- Bottoms Property
In this process, IDNR and the task force: identified goals and objectives, defined issues,
concerns and constraints; reviewed /updated the existing master plan; analyzed relevant
natural and cultural resource components; and developed the draft master plan
concept(s). Attached are the draft concept plan and the draft Goals and Objectives.
Survey
This information was circulated electronically through a survey for public review,
comment and suggestion, to the email lists of the City and the FOMOS; posted on the
web sites of the INHF, IDNR, City and FOMOS. The draft plan and survey also were
made available for public review at the E.B. Lyons Interpretive Center and Carnegie -
Stout Public Library.
The survey was used to gather demographic info: zip code, age, stakeholder
identification; visitor traits: group size and composition family /friends; visitation history of
trip characteristics: duration, sites visited, frequency, activities. The survey allowed for
write -in comments, so that IDNR could perform a "content analysis ", which counts the
number of times a particular topic appears as an aid in identifying issues. This analysis
can aid the planning team to clarify or adjust focus or elements. It also can be used to
weigh the strength or weakness of a plan. The survey also asked respondents to rank
the importance of different planning issues regarding the recent addition to Mines of
Spain /EB Lyons.
Attached are the preliminary results of the 165 survey responses received for the public
survey with charts and with comments. Please note that the response of 77% for the
third part of question 1 applies to the primary consideration of "establish strong
connections between the addition and the Interpretive Center Area" and all of its bullets.
Next Steps
The next step is for the IDNR core team to analyze data and finalize the plan, refine the
graphics, finalize a phasing schedule, and generate cost estimates. The plan will be
presented to the FOMOS on March 6 and to the IDNR Natural Resources Commission
on March 12. This master plan process is on a fast track to help the City's planned
March 15 application for additional grant funds for acquisition and development.
Requested Action
The requested action is for the City Council to receive and file this information, and to
provide any comments or reactions to the draft master plan concept(s) and survey
results.

Preliminary Discussion Topics re: Master plan concept for MOS 50 -acre addition (Bottom's property)
and a scope of services for any outside consulting services that may be needed
Statement of purpose — develop a plan for the addition to the Mines of Spain that ensures future
development and management activities that appropriately protect the natural and cultural resources
of the area as well as enhance the goals and objectives of the Mines of Spain and EB Lyons.
Goals & Objectives:
1. Re- evaluate existing MOS master plan for goals, objectives, issues, and considerations that
have changed since 1989
2. Preserve the outstanding scenic qualities from intrusive development
3. Expand and enhance the interpretive opportunities adjacent to EB Lyons to include:
• Develop additional trails — emphasize full accessibility
• Replace row crops with prairie and /or woodland to provide closer interpretive
opportunities
• Re- establishment of prairie, savanna and woodland will allow interpretive center -based
programs which will not require vehicular transportation
4. Improve water quality in Catfish and Granger Creeks when row crops are replaced with
permanent vegetation
5. Relocate vehicular access for a more park -like entrance
6. Relocate and construct a new park maintenance facility
7. Increase interpretive center parking in previous park shop location
8. Provide some low- impact recreation opportunities such as hike -in camping, primitive hike -in
cabins ( ?)

Challenges, Constraints and Issues
Rugged and complex topography adds to highly scenic character but directly controls and limits option
for park facility placement.
Scenic quality is an extremely valuable natural asset. While somewhat difficult to qualify, visual
resources are a source of attraction and can be the essence of satisfaction for many park visitors.
Semi - disjointed boundary configuration almost creates two 20+ acre parcels that are connected by a
narrow moderately steep slope.
Archaeological sites and biologic surveys will need to be completed prior to any development .
DRAFT Planning Considerations for the Addition to Mines of Spain and EB Lyons
Mines of Spain is not a typical state park or state recreation area, it is a National Historic Landmark.
Other designations include:
• Catfish Creek State Preserve — 600 acres

• Nominated as a Nationally Important Birding Area

1 The Old Farmstead should be saved. Raised garden beds could be planted so
families could enjoy viewing "Heritage Gardening" up close!

3 Expand public transportation to include all local major recreation /educational
areas to minimize land use for parking
4 Maintain and rehab the barns on the property. The barns are a part of the rural
landscape and history of the site. The barns, if rehabilitated and adapted, are
opportunities for shelter /visitors stations /and or intepretation of agriculture at the
Mines of Spain. The barns represent the last actual structural evidence of the
history of agriculture at the park, a key message the E.B. Lyons Center is
currently working towards interpreting. It can become a physical, interactive
extension of intepretation within the center. This aligns with the goal of
interpretation in the center to educate and motivate people to go out into the park
and experience it.
5 Equestrian and mountain biking trails
6 I like the camp area concept but don't think it should just be limited to a youth
group. It would be nice if it could be reserved similar to how the auditorium or
E.B. Lyon's can be reserved with an application and charge fees. Maybe youth
groups could take precedence, but still allow for others to access the area and
allow for more revenue from use by other (non - youth) groups.
7 Listen to those who are working in the center already as they will have the best
informed responses. They are doing a great job there, especially Jennifer.
8 STOP the hunting in the mines of spain and establish a safe haven for the
animals. The wildlife needs a safe place to live without being killed. This will give
people more opportunities to see wildlife, 1 hike the mines several times a week
and hardly see anything, it is pathetic.
9 With this addition there should be room for mountain bike trails. Sustainability is
important as long as it is affordable.
10 Add a navigation course for use with traditional compasses and GPS units for
training and competition use.
11 While creating more edge habitat may present more wildlife viewing for
generalist species, it is not always the best practice for allowing stable diverse
wildlife communities. There is plenty of 'edge' managed areas around the Mines
of Spain. I think core habitat for specialist species should be considered more
important. Eastern Iowa has enough isolated edge habitat for generalist
species. I do believe all existing edge habitat and bordered woodland should be
buffered by diverse shrub and prairie species, but I think cutting pathways
through the existing core woodland areas should be kept to a minimum allowing
for the largest plot of undivided woodland possible. This will benefit birds which
do not tolerate many close boarders.

non- traditional ways. I have been to places that parking lots are not an option
and yet solutions have been found to address this.
