City Engineer Gus Psihoyos recommends approval of the plans and specifications for
the University Avenue Extension Project Phase II and award of the contract, and further
recommends that a public hearing be set for August 1, 2005.
This project was bid through the Iowa Department of Transportation on June 21, 2005,
however, pursuant to the Code of Iowa, a public hearing is still required by the City.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions are to approve the plans and specifications and to set
August 1, 2005 as the public hearing and the award of contract for the Phase II of
the University Avenue Extension Project.
BACKGROUND
The University Avenue Extension Project is a multi-phase project that involves
federal funds.
Phase I: Grading and construct culvert on University Avenue.
Phase II: Concrete paving; tie this paving project into University
Avenue and US 20 (Dodge Street); installation of traffic signals at US
20 and University Avenue; removal of traffic signals on US 20 at the
Midway Motor Lodge; and building demolition at 2792 University
Avenue.
The overall project is to improve flow of traffic on US 20 and to decrease
intersection congestion at US 20 and John F. Kennedy Road.
The schedule for Phase II of the project is as follows:

DISCUSSION
The Iowa Department of Transportation (Iowa DOT) received the following bids
on June 21, 2005:

Portzen Construction, Inc.
Tschiggfrie Excavating Co.
$880,000.00
$899,809.96
$938,029.33
RECOMMENDATION
Per the Code of Iowa, a public hearing is still required by the City. Therefore, it
is recommended that the City Council establish the date of August 1, 2005 as the
date for the public hearing and the award of the contract for the project.
BUDGET IMPACT
The construction cost estimate for Phase II of the project is as follows:

The University Avenue Extension Project is 9.10% under the engineer's estimate.

Whereas, the City Council of the City of Dubuque, Iowa has given its
preliminary approval on the proposed plans, specifications, and form of contract
and placed same on file in the office of the City Clerk for public inspection of the
University Avenue Extension (US 20 to University Avenue) Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That a public hearing will be held on the 1st day of August, 2005, at 6:30
p.m. in the Public Library Auditorium at which time interested persons may
appear and be heard for or against the proposed plans and specifications, form
of contract and cost of said improvement, and the City Clerk be and is hereby

determined that the bid of Horsfield Construction, Inc. of Dubuque, Iowa, in the
amount of $880,000.00 was the lowest bid for the furnishings of all labor and
materials and performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Horsfield
Construction, Inc., subject to the concurrence by Iowa Department of
Transportation (Iowa DOT), and the Manager be and is hereby directed to
execute a contract on behalf of the City of Dubuque for the complete
performance of the work.

Whereas the City Council by Resolution No. awarded the contract
for the above improvement to Horsfield Construction, Inc., subject to the
concurrence by Iowa Department of Transportation (Iowa DOT); and
Whereas Horsfield Construction, Inc., has submitted the attached
executed contract and bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
1. The contract and bond attached hereto are hereby approved.
2. The Mayor is hereby authorized and directed to executed the contract
on behalf of the City of Dubuque.
