CALL TO ORDER
The meeting was called to order at 4:03 p.m. Staff certified that the meeting was being
held in compliance with the Iowa Open Meetings Law.
MINUTES
Stillings moved and Buswell seconded a motion to approve the minutes of June 14,
2004. Motioh passed unanimously.
APPLICATIONS
Washinaton Court. L.P.
John Gronen was introduced and explained the cpnnection between Gronen
Restoration and Community Housing Initiative, Inc. They are 50-50 partners in
Washington Court, L.P. The Commission asked for written clarification for the record.
Buswell asked for an explanation of the developer fees as both an expense and a
source of revenue. Gronen explained that the a portion of the allowed developer fees
will be deferred and used as equity along with historic and low-income housing tax
credits.
Gronen showed the Commission site and floor plans for the project that includes buying
an adjacent used car lot for additional off-street parking. An elevator will serve the 4
story building with the first floor planned for office use and the upper floors for the 36
housing units. There will be 24 1-bedroom units and 12 2-bedroom units with
community space and laundry facilities on each residential floor. Seven of the 36 units
will be fully handicap accessible. The project should start in September and be
completed summer 2006 targeting residents with 60% or less median family income.
The project is an historic preservation project with 290 new wood windows and overall
energy efficient design. All new mechanicals will be installed along with central air
conditioning. Asked if there were any other hurdles to overcome if the project were
approved by the Commission, Gronen said there were none. He explained that Conlon
Construction will be the general contractor and project manager.
Stillings asked about green space and Gronen said that there would only be
landscaping on the site and in the parking lot area but not really any open space. Van
Milligen noted that the City was trying to find a location for a small park in the
Washington Street neighborhood.
Motion by Buswell, second by Stillings, to authorize the resolution approving the
application. The following vote was taken:
