Minutes_Human Rights CommissionCITY OF DUBUQUE HUMAN RIGHTS COMMISSION MEETING MINUTES OF January 9, 2012 Commissioner Allen called the meeting of the Dubuque Human Rights Commission to order at 4:33 p.m. on Monday, January 9, 2012, at the City Hall Annex, 1300 Main Street, Conference Room II Dubuque, Iowa. Roll Call: Present: Anthony Allen, Chair Mike Elliott Miguel Jackson Mitzi Krey Regine Ronek Judie Root RRS Stewart Absent: Kurt Hansen Andrea Beacham Staff: Carol Spinoso Administer Oath of Office Commissioner Allen administered the Oath of office to new and reappointed commissioners. Approval of Minutes Commissioner Root moved to approve the edited Dubuque Human Rights Commission, Transit and the Housing Commission's joint meeting minutes of August 15, 2011. Commissioner Krey seconded. All in favor of approving the meeting minutes as amended. Commissioner Elliott moved to approve the October 10, 2011 meeting minutes. Commissioner Krey seconded. All in favor of approving the meeting minutes as submitted. Commissioner Root abstained. Commissioner Root moved to approve the December 3, 2011 goal setting minutes. Commissioner Ronek seconded. All in favor of approving the meeting minutes as submitted. Reports Caseload Report Written reports for October 2011, November 2011, and December 2011 were submitted. Chairperson's Report Commissioner Allen was excited about getting the goals established and looked forward to continuing the collaboration with the other commissions and /or community groups. Commissioner Allen reminded commissioners of the MLK Breakfast on January 16. Director's Report Written Director Reports submitted for November and December 2011. Commissioner Allen entertained a motion to change the order of the agenda to allow Sr. Corine Murray the opportunity to address the Commission. Commissioner Elliott moved and Commissioner Stewart seconded to change the order of the agenda. All in favor. Request for Support for the International Speakers' Bureau Sr. Corine Murray, Director of the Presentation Lantern Center, and a member of the International Speakers' Bureau Committee, provided some background information on the International Speaker's Bureau. She explained that Loras College produced a DVD in 2008 entitled Diverse Dubuque: A Focus on National Origin and that it has been shown to many small groups educating approximately 1,000 people on diversity in Dubuque. She stated that currently they are seeking financial support as they need to update the DVD, make copies of it for distribution, order business cards, and do some marketing. The group is seeking $500.00 to help with those costs. Staff will check with the Director - to see if there are funds available and seek approval from the City Manager. Commissioner Elliott moved that the Commission support and approve her request for $500.00 for the International Speakers' Bureau. Commissioner Root seconded. All in favor. Old Business Adopt Goals as Discussed at the December 3, 2011 Goal Setting Session Commissioner Stewart moved to adopt the Human Rights Commission goals as submitted. Commissioner Root seconded. All in favor. Commissioner Krey voiced interest in working on goal #1. Commissioner Allen asked that they take a look at the goals so they can start formulating subcommittees and initiatives for each goal at next month's meeting. New Business Discuss and Consider Adopting the League of Iowa Human Rights Agencies Priorities Commissioner Stewart felt that the goals were very similar to last year's goals. Commissioner Stewart moved to adopt the League of Iowa Human Rights Agencies priorities. Commissioner Elliott seconded. All in favor. Commissioner Allen announced that the Legislative Breakfast is scheduled for Monday, February 27, from 7 :00 — 9:00 a.m. This is followed by a League meeting from 10:00 until 2:00 p.m. Commissioners Allen and Krey would like to attend the breakfast. Commissioner Stewart could possibly attend as she will be in Des Moines at that time. She also commented that normally on Mondays the legislators don't convene until either 10:00 a.m. or 1:00 p.m. Staff will look into the actual starting time on the 27th Commissioner Allen stated that during the October 10, 2011 joint DDRC, DCAP and DHRC meeting regarding immigration reform, Judy Giesen had suggested inviting a speaker to educate us on the Dreams Act, and asked if commissioners would be interested in inviting a speaker. Commissioner consensus was to invite a speaker. Commissioner Allen will contact Judy to arrange a date and time. Commissioners Root, Ronek and Allen requests that any commission communication be sent as a hard copy to them. Adjournment Motion to adjourn by Commissioner Root and second by Commissioner Jackson.
