The application, staff report and supporting documentation are enclosed. Background HDPIP provides matching grants on a competitive basis to neighborhood associations and non - profit organizations for streetscape improvements in the City's five historic districts, at City landmark sites, and to individually- designated historic properties to enhance, retain and augment their sense of place. Discussion The bridge was constructed in 1872 as part of an approach span for a bridge over the Mississippi River at Dubuque. It later was relocated to White Water Creek near Cascade. In 1998, the City of Dubuque agreed to accept ownership of the bridge from Dubuque County, and to preserve it through reuse on a bike /hike trail in the city. The bridge was relocated to the Bergfeld Recreation Area and spans the pond. The bridge is in the final stages of rehabilitation. It will be a unique interpretive opportunity and a highlight of the recreation area and park system. The $160,480 expense for bridge relocation and rehabilitation was offset with $85,000 in State grants. The rehabilitation is nearly complete. The remaining expense of $54,100 includes decking, railing, and sidewalk connections to the sidewalk network in the recreation area to make the historic bridge functional and complete the project. The City has $13,000 in the Engineering Department's Bridge Maintenance budget for the bridge project. This leaves a funding shortfall of $41,100. This totals $42,487. Staff recommended using these HDPIP funds for the shortfall. Recommendation By a vote of 7 to 0, the Historic Preservation Commission recommends City Council approve using $42,487 in HDPIP funds for completion of the White Water Creek Bridge project.
