Introduction
This memorandum forwards the contract to prepare the National Register of Historic
Places (NRHP) nomination for the White Water Creek Bridge.
Background
In 2010, the bridge was relocated from a farm near Cascade, Iowa to its current site at
the Bergfeld Recreation Area with the assistance of a $30,000 Historic Resources
Development Program (HRDP) grant from the State Historical Society of Iowa (SHSI). A
requirement of the grant is that a new NRHP nomination be prepared.
Discussion
City Council has approved preparing the nomination as an Improvement Package in the
amount of $4,800 for FY 2013. The selected consultant, Clayton Fraser, Fraser Design
prepared the original nomination. He specializes in bridge nominations and comes
recommended by the SHSI and colleagues. Mr. Fraser will begin work in June 2012, but
invoices will not be submitted for payment until after July 1, 2012.
Requested Action
Fraser Design has drafted the enclosed contract for services in the amount of $4,800.
City Attorney Barry Lindahl has reviewed the contract and has no suggested changes.
Please review the contract. If you are satisfied with the contract, please sign it and
return it to me. If you have any questions I would be happy to discuss them with you.

RE: National Historic Register Nomination for Dunleith & Dubuque Bridge, Dubuque, Iowa
Dear Mr. Van Milligen:
The intent of this project is to produce suitable documentation materials to have the remaining span of the original
Dunleith & Dubuque Bridge, presently located in a Dubuque city park, listed in the National Register of Historic
Places. (The span was previously listed in the Register but has since been moved from its location over Whitewater
Creek.) The approach that we propose to take for this is straightforward and based both on National Register
requirements andhistoricaldocumentation standards. Fraserdesign will thoroughly research the original Dubuque
& Dunleith Bridge, constructed in 1868, using local, state and national archives. The purpose of this research will be
to document the history of the bridge, placing it within the context of Mississippi River bridge construction, and its
subsequent moves to Whitewater Creek and the Dubuque City Park. The nomination will present a sophisticated
narrative of the bridge's history and a description of its current configuration. Suitable for publication, the nomina-
tion that Fraserdesign will produce willbe footnoted, and illustrated and will contain a comprehensive bibliography.
We estimate that the nomination report will be in the range of 20 -25 pages in length.
To accompany the nomination, Fraserdesign will document the Dubuque & Dunleith Bridge photographically using
a digital SLR camera. The photography will entail overall views and the bridge, placing it within spatial context, as
well as descriptive views of structural details. Viewpoints, lens focal lengths and sunlight angles will be selected for
optimal documentation and publication quality. All of the photos will be printed and labeled using National Register
archival standards. We estimate that the photographic documentation will entail between 10 and 15 contemporary
views. In addition, we will reproduce appropriate historical photos of the bridge located during the archival research,
to provide further historical documentation. Finally, Fraserdesign will produce an annotated USGS quad map of
the bridge's location to accompany the nomination. Fraserdesign will consult with the Dubuque City Planning Office
and the State Historic Preservation Office during the course of the project and will make all reasonable changes to
the nomination document requested by the City and State offices.
Following is an itemization of costs to produce the documentation described in this proposal:

Fraserdesign will be available to begin work on the project in June. We estimate that the research and documen-
tation will take on the order of two months to complete. We will submit a single bill for the entire project at the time
that we submit the final draft of the nomination materials to the City Planning Office.
