Sealed bids were received for the Grandview Avenue Concrete Section Repair Project.
City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Drew
Cook & Sons Excavating, Inc., in the amount of $38,934, which is 10.2% under the
engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Grandview Avenue Concrete Section Repair Project.
DISCUSSION
The Grandview Avenue Concrete Section Repair Project includes the replacement of
approximately 11 deficient concrete panels on Grandview Avenue from West Third
Street to US Highway 20.
This project was originally initiated on June 6, 2005. However, no bids were received
by the City Clerk on June 23, 2005. Therefore, Engineering re-initiated the project to
provide for a more favorable bidding climate with two completion options. The awarding
contractor will have two options: Option 1: Completion of the entire project by August
24, 2005; or Option 2: The contractor can complete as much as work as possible by
August 24, 2005, and the remainder of the work is to be completed by July 15, 2006.
The contractor will not be allowed to perform the work during the regular school year.
Because the concrete panel section repairs on Grandview Avenue will occur directly in
front of Washington Junior High School, staff has coordinated the construction schedule
with the Dubuque Community School District. Also Engineering staff and the contractor
will coordinate with both the Fire and Police Departments and Finley Hospital to
coordinate construction staging and traffic control to facilitate emergency access and
maintain two-way vehicular traffic on Grandview Avenue during the construction period.
Sealed bids for the Grandview Avenue Concrete Section Repair Project were received
on July 12, 2005. Drew Cook & Sons Excavating, Inc. of Dubuque, IA submitted the
low bid in the amount of $38,934.00. This amount is 10.2% under the engineer's
estimate. A summary of the bid proposals received is as follows:

RESOLUTION NO. 337-05
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 29th day of June, 2005, plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the Grandview
Avenue Concrete Section Repair Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost for
said improvements for said project.

RESOLUTION NO. 338-05
AWARDING CONSTRUCTION CONTRACT FOR THE
GRANDVIEW CONCRETE SECTION REPAIR PROJECT
Whereas, sealed bid proposals have been submitted by contractors for the
Grandview Avenue Concrete Section Repair Project pursuant to Resolution No.
and notice to bidders published in a newspaper published in the City of Dubuque, Iowa
on the 8th day .of July, 2005.
Whereas, said sealed proposals were opened and read on the 12th day of July,
2005, and it has been determined that the bid of Drew Cook & Sons Excavating, Inc., in
the amount of $38,934.00 was the lowest bid for the fumishings of all labor and
materials and performing the work as provided for in the construction documents.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Drew Cook & Sons
Excavating, Inc. and the Manager be and is hereby directed to execute a contract on
behalf of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond,
the City Treasurer is authorized and instructed to return the bid deposits of the
unsuccessful bidders.

APPROVING CONSTRUCTION CONTRACT WITH DREW COOK AND SONS
EXCAVATING, INC. FOR THE GRANDVIEW CONCRETE SECTION REPAIR
PROJECT
Whereas the City Council by Resolution No. 338-05 awarded the construction
contract for the Grandview Avenue Concrete Section Repair Project to Drew Cook &
Sons Excavating, Inc.; and
Whereas Drew Cook & Sons Excavating, Inc. has submitted the attached
executed contract and bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
1. The contract and bond attached hereto are hereby approved.
2. The City Manager is hereby authorized and directed to execute the contract on
behalf of the City of Dubuque.
