ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION
Tuesday January 24th, 2012

The meeting was called to order by Chair O'Rourke at 4 :30 p.m. following staff
assurance of compliance with the Iowa Open Meeting Law.
Commissioners present: Paul Hemmer, Ellen Henkels, Louise Kames, Marina
O'Rourke, Sue Riedel, Geri Shafer and Julie Steffen.
Staff Present: Jan Stoffel, Deb Searles
Approval of Minutes of November 22, 2011. Motion by Hemmer, seconded by Riedel
to approve minutes. Motion carried 7 -0.
NEW BUSINESS
1. Opportunity for Marketing the Arts and Economic Prosperity Study. Stoffel
explained that the official results of the economic impact study will be released
on June 9, 2012 at the Americans for the Arts Annual convention in San Antonio,
TX. Until then a local marketing plan will be developed with assistance AFTA and
during a free, pre- conference day. An opportunity has been extended for Randy
Cohn, the director of the study, to come to Dubuque for a day -long appearance
about the study within several weeks after the Conference. The fee is $1,500
plus expenses. The Commission discussed to pros and cons of having the visit.
While it would be good to have an expert create more awareness for the study,
will there be enough time from the release of the study at the convention until the
appearance to hone our public message? Henkels moved and Hemmer
seconded to recommend that no more than $2,500 of the unobligated FY 12
special projects funds be used to fund the public appearance by the Americans
for the Arts Consultant. Motion carried 7 -0. Staff will look into the situation and
determine if we should move ahead as more information becomes available.
OLD BUSINESS
1. Continued discussion on City Council Top Priority Arts and Culture
Strategy. Jerelyn, Geri and Ellen have not been able to get together to discuss
this topic yet. It will be tabled until the next meeting.
ITEMS FROM COMMISSION
1. Hemmer noted that the Julien International Film Festival will present a showing of
the classic silent comedy "The Kid Brother" starring Harold Lloyd with live
orchestra accompaniment by the Grand Pops Orchestra on Sat, April 21, 7:30pm
— 9:30 p.m.
2. The Bell Tower will present Moving Mountains February 10 -25.
3. Connie Twining and Stormy Mocha! will receive the DCFAS's Elisha Darlin
Award on February 24 at the Julien Hotel.
4. Commissioners requested that staff explain the application process for new
commissioners at the next meeting. They expressed concern for gender balance
on the Commission.
5. Commissioners requested a run -down of upcoming board meetings and items
that will be considered. Stoffel outline the highlights:
February 28th Commission Meeting: Revisit report to council on goals, update on
commission application procedure.
March 27th Commission Meeting: Approve Art on the River Selections and
Review Operating Grants. Kames will not be in town. Could there be a possibility
that she could Skype?
April 24th Commission Meeting: Finalize Funding Levels for Operating Grants
May 22nd Commission Meeting: Meeting Starting at 4:00. Review Special Project
Grants
June 26th Commission Meeting: Finalize Funding levels for Special Project
Grants.
INFORMATION SHARING
1. Arts Space was recommended by Rocco Landesman, Chair of the NEA, to come
to Dubuque for master arts planning in the Millwork district as part of the Our
Town Grant. They will help guide the continued development of the area as an
arts hub by holding focus groups during a two day visit. They will eventually
provide a feasibility study and a plan for future development. The schedule for
the visit is:
Tuesday February 7th
o Millwork District/Dubuque tour of all art areas in the City
o Meeting with City staff, Dubuque Main Street and private developers
o Public Hearing focus group.
Wednesday February 8th
o Focus group with elected officials - City, County, State.
o Focus group with the financial and philanthropic community.
o Focus group with Arts. Commissioners Hemmer, Henkels, O'Rourke and
Shafer are available to attend.
2. Budget Meeting. As part of the City Managers Budget, the Arts and Cultural
Affairs budget will be presented to the City Council on February 9th, Henkels,
O'Rourke and Shafer will attend.
3. Application for City grants will be available on February 2
Adjournment
O'Rourke moved and Hemmer seconded to adjourn the meeting at 5:30 p.m. The next
meeting will be held on February 28, 2012, at 4:30 p.m. at the Lacy Board Room at the
Carnegie-Stout Public Library, 360 W. 11th St., Dubuque, Iowa.
