Amendment 3, in the amount of $5,100, is for extra work required from IIW regarding the location of a bus storage facility. These services were needed in preparing the TIGER IV grant application and other transit grant applications. Heiar, Economic Development Director SUBJECT: Intermodal Contract Amendment DATE: April 6, 2012 Dubuque katil All- America City h 2007 PURPOSE The purpose of this memorandum is to provide rationale for amending a contract with IIW for selection of an Intermodal site. DISCUSSION /BACKGROUND In July 2010, the City Council approved a contract with IIW Engineers and Surveyors for $38,700 to complete a site selection study for an Intermodal Transportation Center (ITC). The vision for the ITC is that it will support transit connections, rail connections, vehicular parking, electric vehicle charging, bicycle parking, intercity bus, a passenger waiting area, taxicab stands, public restrooms (including lockers and showers /changing areas), a ticketing office along with the potential for retail space, a daycare facility, and possibly commercial office space. In October 2011, the City was notified it was a recipient of a State of Good Repair (SGR) grant from the Federal Transit Administration (FTA) for the first phase of the Dubuque Intermodal project. This award for Phase I is to provide safe connections to off road Bus transfers and replace unsafe on road bus transfers and people pickups in conjunction to Historic Millwork District project. The first phase of the project consists of: • First floor of the Terminal building and site improvements • First phase of the parking facility Staff is still pursuing funding for the second phase of the Campus and components that were not funded or were not eligible for the SGR grant. Those components are: • Two -way conversion of 9th and 11th streets. • Second phase of the parking facility • Second floor of the Terminal building • Passenger rail platform and canopies • Bus storage facility When the City initiated the Intermodal project, a bus storage facility was not part of the concept. However, following a site visit by FTA officials it became apparent that a bus storage facility would need to be an element of the City's overall Intermodal project, if the City expected to be competitive for federal grants because in their opinion our current bus garage is old and in extremely poor condition. Since the original contract with IIW did not include this element of the project, it was necessary to expand the scope of services. The attached contract, Amendment 3, details the specifics of the extra work required for services needed in preparing the TIGER IV grant application and other transit grant applications. The cost breakdown for this extra work is as follows: Renderings, Exhibits, and Documentation $ 1,700.00 Bus Storage Facility Programming $ 3,400.00 Total Amendment $ 5,100.00 This amendment is being funded by the local match that the City has budgeted for the Intermodal project. ACTION Due to the timing of the grant applications, this extra work has already been completed and authorized by the City Manager. Preparation of renderings, site plans, and exhibits for the bus storage facility based on the request from the FTA during the review of the bus storage facility feasibility study. The site plan and exhibit needed to demonstrate the height and character of the proposed bus storage facility. 8.0 BUS STORAGE FACILITY PROGRAMMING 1. Attend a programming meeting with Barbara Morck. 2. Develop a schematic floor plan based upon information obtained during the programming meeting. 3. Prepare cost estimates based upon the schematic floor plan using a Means square foot data. 4. Incorporation of site plan and cost estimate in Bus Storage Facility feasibility study. 5. Attend meetings per the request of the City to discuss City Manager and City staff comments about the proposed bus storage facility programming, including revisions to cost estimate. 6. Make revisions to the bus storage facility cost estimate as the result of additional programming considerations. 7. Prepare cost estimate and layout for a bus fueling station. PART II - OWNER'S RESPONSIBILITIES This Section Shall Remain Unchanged. PART III — COMPENSATION SECTION A: Compensation for item 7.0 of the Amendment 3 shall be $1,700.00 (One thousand seven hundred and no cents); Compensation for item 8.0 of Amendment 3 shall be $3,400.00 (Three thousand four hundred dollars and no cents).
