Economic Development Director Dave Heiar is transmitting information on
Amendment 4 to the Intermodal Contract with IIW for selection of an Intermodal site.
Amendment 4, in the amount of $7,000, is for extra work required from IIW regarding a
environmental review of the rail line and overnight location site for passenger rail
service. This amendment was authorized by the City Manager.

PURPOSE
The purpose of this memorandum is to provide rationale for amending a contract with IIW for
selection of an Intermodal site.
DISCUSSION /BACKGROUND
In July 2010, the City Council approved a contract with IIW Engineers and Surveyors for
$38,700 to complete a site selection study for an Intermodal Transportation Center (ITC). The
vision for the ITC is that it will support transit connections, rail connections, vehicular parking,
electric vehicle charging, bicycle parking, intercity bus, a passenger waiting area, taxicab
stands, public restrooms (including lockers and showers /changing areas), a ticketing office
along with the potential for retail space, a daycare facility, and possibly commercial office space.
In October 2011, the City was notified it was a recipient of a State of Good Repair (SGR) grant
from the Federal Transit Administration (FTA) for the first phase of the Dubuque Intermodal
project. This award for Phase I is to provide safe connections to off road Bus transfers and
replace unsafe on road bus transfers and people pickups in conjunction to Historic Millwork
District project. The first phase of the project consists of:
• First floor of the Terminal building and site improvements
• First phase of the parking facility
Staff is still pursuing funding for the second phase of the Campus and components that were
not funded or were not eligible for the SGR grant. Those components are:
• Two -way conversion of 9th and 11th streets.
• Second phase of the parking facility
• Second floor of the Terminal building
• Passenger rail platform and canopies
• Bus storage facility
For the City to move forward on the passenger rail platform component of the Intermodal
project, a hazardous material assessment and environmental clearance needs to be completed
before we can make a successful application to the FRA for passenger rail funding. City staff
along with ECIA has reviewed the scope of work and agree that this extra work is needed based
on previous communications with the FRA.
The attached contract, Amendment 4, details the specifics of the extra work required for
services needed to do an environmental review of the rail line and overnight location site for
passenger rail service. The cost breakdown for this extra work is as follows:
Rail Component Environmental Review $ 2,000.00
Conduct Hazardous Material Assessment $ 5,000.00
Total Amendment $ 7,000.00
This study and the amendment are being funded by the Passenger Rail Platform CIP.
ACTION
This amendment has been authorized by the City Manager. The purpose of this memorandum
is to make the City Council aware of this contract amendment.

PART 1- SCOPE OF SERVICES
SECTION A
Shall be modified by adding the following sections:
9.0 RAIL COMPONENT ENVIRONMENTAL REVIEW
1. Review documentation required by FRA for environmental documentation.
2. Meet with City and ECIA representatives to discuss environmental documentation requirements. Fill out
documentation to allow a conference call with FRA to review which type of environmental document is required.
3. Attend meetings, phone conferences with city staff, ECIA staff, and FRA to discuss environmental document.
4. Make revisions to environmental documentation. This does not include any field investigation and assumes a
Categorical Exclusion will be allowed as the type of environmental documentation.
10.0 CONDUCT HAZARDOUS MATERIAL ASSESSMENT OF THE RAILYARD WHERE AN ACCESS ROAD, TRACK
REALIGNMENT, AND SERVICE BUILDING WILL BE CONSTRUCTED.
1. Meet with client and client's personnel to further discuss the project, review property boundaries, and obtain any
additional file information that may be relevant to the site or adjoining land.
2. Review reasonably attainable and practically viewable environmental records from standard sources to determine the
likelihood of recognized environmental conditions in connection with the property. Examples of standard sources
include, but are not limited to, federal and state equivalent NPL site lists, federal and state equivalent CERCLIS site
lists, federal RCRA generators and TSD facilities, state underground storage tank and leaking underground storage
tank lists, and state landfill or solid waste disposal sites. Some records to be reviewed pertain not just to the subject
property but also pertain to properties within an additional search distance as prescribed in ASTM 1527 -05.
3. Review historical information from standard historical sources to develop a history of the previous uses of the
property and surrounding area to determine the likelihood of recognized environmental conditions in connection with
the property. Standard historical sources may be recorded land title records, fire insurance maps, aerial
photographs, and city directories.
4. Interview, at a minimum, current owners and occupants of the property and other relevant persons to gain as much
knowledge as possible about past practices of materials and waste management at the facility to determine the
likelihood of recognized environmental conditions in connection with the property. The interviews may take place in
person, by telephone or in writing.
5. Conduct a visual site inspection for the purposes of collecting data and pertinent observations regarding the
likelihood of recognized environmental conditions in connection with the property. At that time, areas that appear to
have the potential for contamination will be noted. The current use(s) of the property will be identified.
6. A final report will be prepared to include a description of the site, description of the physical setting, current and
historical use(s), conditions encountered, areas that may have been impacted, a summary of records /documents
reviewed and persons interviewed, analysis of collected data, and opinion by IIW of the condition of the site. This
opinion will be rendered in accordance with generally accepted professional standards but is not to be construed as
guarantee or warranty as to the potential liability associated with environmental conditions or impacts at the site. The
final report will also contain recommendations for further investigation, if necessary.
PART II - OWNER'S RESPONSIBILITIES
This Section Shall Remain Unchanged.

PART III — COMPENSATION
SECTION A: Compensation for item 9.0 of the Amendment 4 shall be $2,000.00 (Two thousand dollars and no cents);
Compensation for item 10.0 of Amendment 4 shall be $5,000.00 (Five thousand dollars and no cents).

This section shall remain unchanged,
