Due to additional FAA funding available and an anticipated accelerated construction
schedule, Airport Manager Bob Grierson is recommending City Council approval of
funding the Aircraft Deice Fluid Containment facility in the Fiscal Year 2013 budget
rather than the Fiscal Year 2014 budget.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
Due to additional FAAfunding available and an anticipated accelerated construction schedule, the Airport is requesting City Council
approval of funding the Aircraft Deice Fluid Containment facility in the FY13 budget rather than the FY14 budget
BACKGROUND
During the design process for the New Terminal Facility project at the Dubuque Regional Airport, staff became aware of proposed
EPA standards addressing deicing fluid capture Staff incorporated those proposed standards in the aircraft parking apron design for
the new terminal facility The City of Dubuque has budgeted for the ADF Containment/Collection project in the five -year capital
improvement program in FY14 in the amount of $948,300, which includes $94 830 in general obligation borrowing payable from
passenger facility charge (PFC) revenue for the local match In recent discussions with the Federal Aviation Administration, the
Airport has been advised a number of smaller airports are canceling projects due to the increase in local match requirements This
leaves more funds available in this region for other FAA approved projects like the terminal related projects
DISCUSSION
The Dubuque Regional Airport is currently in the process of finalizing the design and bid packages for a new passenger terminal
building to accommodate the needs of the traveling public On the airfield a new aircraft parking apron with ADF Containment
elements is also in the design phase and should be ready for bid anytime after October 1, 2012 If the Airport is successful in
securing additional FAA funds for this project in this federal fiscal year, a is recommended that the construction and funding schedule
to utilize all available funds is adjusted accordingly It is expected that the Airport will know by September, 2012 whether there will be
additional FAAfunds allocated to the terminal project
RECOMMENDATION
I respectfully recommend City Council approval of moving the ADF Containment project from Fiscal Year 2014 to Fiscal Year 2013 in
anticipation of additional FAA funding being received in Fiscal Year2013
