RP:jmh cc: Don Vogt, Public Works Director Jenny Larson, Budget Director Chuck Goddard, Solid Waste Agency Administrator Doug Hughes, Landfill Supervisor Masterpiece on the Mississippi TO: Randy Peck, Personnel Manager FROM: Don Vogt, Public Works Director SUBJECT: Additional Full -Time Landfill Worker DATE: March 29, 2012 Dubuque tulanericacey 11111' 2007 INTRODUCTION The purposes of this memorandum are to convey information and solicit direction regarding the additional full -time worker approved by the Dubuque Metropolitan Area Solid Waste Agency Board of Directors at its February 13th meeting. BACKGROUND At that meeting, the Directors authorized the City of Dubuque to immediately hire a full - time Landfill Maintenance Worker, as recommended by its consultant, Foth Environmental, at that same meeting. DISCUSSION At the Board's subsequent business meeting last night, I recommended that the Board give consideration to modifying its previous direction and authorize instead the hiring of an additional Landfill Equipment Operator. I noted that filling a Landfill Maintenance Worker position would require a protracted civil service process that would preclude a worker actually being hired before the end of summer. I also noted the minimal cost difference between the two noted job classifications and the greater freedom allowed the Board's supervisory staff for worker task assignments. I then requested that Seasonal Landfill Equipment Operator Dan Decker be awarded said position, if the Board concurred with the recommended course of action. The Board then unanimously approved all of my recommendations. ACTION STEP Your direction regarding implementing the Board's authorized actions is requested. Attachment
