SUBJECT: Granger Creek Interceptor Sewer Extension
On September 18, 2000, the City Council accepted the construction contract for
the Granger Creek Interceptor Sewer Extension Project. This extension included
the Granger Creek sewer that extends from Catfish Creek to the Dubuque
Technology Park. The work was completed by Langman Construction Company,
Inc. of Rock Island, Illinois, in the amount of $1,201,245.28.
On August 18, 2003, the City Council approved to limit the maximum charge of
interceptor fees for newly-constructed interceptor sewers, including Granger
Creek, at no more than $500 per acre. Although this does not cover the full cost
of this project, a higher rate will likely inhibit development in the area. The
shortfall would be made up by usage fees derived from increased development
within the basin.
RECOMMENDATION
I recommend that the public hearing be held and that the connection fee for the
Granger Creek Sanitary Sewer Interceptor Sewer should be established at $500
per acre.

ORDINANCE NO. 46-05
ESTABLISHING A SCHEDULE OF SEWER CONNECTION FEES FOR
THE CONNECTION OF PROPERTY TO THE GRANGER CREEK
SANITARY INTERCEPTOR SEWER EXTENSION
Whereas, after full consideration of the schedule of sanitary connection
fees proposed to be made for the Granger Creek Sanitary Interceptor Sewer
Extension, which schedule of connection fees was filed in the office of the City
Clerk on the 30th day of June, 2005; and
Whereas, the City Council has determined that the amounts shown on
said schedule are proper and are in proportion to the benefits conferred; and
Whereas, the City Council further finds that the schedule of sewer
connection fees for the Granger Creek Sanitary Interceptor Sewer Extension be
approved and adopted.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. There is hereby established a schedule of sewer connection
fees of the Granger Greek Sanitary Interceptor Sewer Extension for the
connection of property to said City sewer.
Section 2. Each property owner whose property will be served by
connection to said City sewer shall pay a sewer connection fee to the City, as
shown on the schedule of sewer connection fees attached hereto.
Section 3. Such connection fee shall be due and payable when a sewer
connection application is filed with the City. All fees collected under this
Ordinance shall be paid to the City Treasurer.
Section 4. The City Clerk is hereby authorized and directed to certify a
copy of this Ordinance for recording in the office of the Dubuque County
Recorder.
