Van Milligen, City Manager SUBJECT: Engineering Contract Award - Iowa and Locust Street Ramps A Request for Proposals for engineering services for restoration of the Locust and Iowa Street Ramps was approved at the June 6, 2005 City Council meeting. Desman Associates, Carl Walker Parking and Walker Parking Associates submitted proposals. It was determined that all three firms submitting proposals had met the requirements, and in light of that, fee proposals were opened and reviewed. Economic Development Director David Heiar recommends City Council approval to award a contract to Desman Associates for engineering services for restoration of the Locust and Iowa Street Ramps in an amount not to exceed $98,000. I concur with the recommendation and respectfully request Mayor and City Council approval. Van Milligen, City Manager David Heiar, Economic Development Director ~ Tim Horsfield, Parking System Supervisor Subject: Engineering Contract Award - Iowa and Locust Street Ramps Introduction This memo will provide you with information regarding submittals responding to a Request for Proposal for engineering services for restoration of the Locust and Iowa Street ramps. Background Following a condition survey of these facilities by Desman Associates, a committee was established to develop an RFP for the engineering phase of the project. The committee consisted of David Heiar, Economic Development Director, Gus Psihoyos, City Engineer, Ken TeKippe, Finance Director, John Klosterman, Operations & Maintenance, John Hale, Park & Recreation Division, Rich Russell, Building Services Department, Tim Horsfield, Parking System Supervisor. At the June 6, 2005 City Council Meeting, the Council approved the distribution of a Request for Proposal to prospective engineering firms for restoration of the Iowa Street and Locust Street ramps. With the Council's approval, the RFP was distributed to the following firms: Desman Associates Chicago, II. Durrant Group Inc Dubuque, IA IIW Engineering Dubuque, IA Truesdell Corporation Germantown, WI Vector Construction Cedar Rapids, IA Walker Parking Consultants Minneapolis, MN Carl Walker Parking Kalamazoo, MI Merit Construction St. Paul, MN WHKS & Co. Dubuque,IA . July 18, 2005 Page 2 The submittals were to be to the City Clerk no later than 5:00 P.M. on July 1, 2005; those received were from Desman Associates, Carl Walker Parking, and Walker Parking Associates. Discussion The committee met on July 14, 2005 to discuss the proposals received. Proposal copies had been provided to each member of the committee for their review prior to this meeting. After review, it was established that all three firms submitting proposals had met the requirements of our RFP. In light of that, fee proposals were opened and reviewed. They are as follows: Desman Associates (Partner with IIW Engineering) $ 98,000.00 Carl Walker Parking (Partner with IIW Engineering) $118,000.00 Walker Parking Consultants (Partner with Durrant Inc.) $168,500 After considering all aspects of the responses and due to the nature of the work (repairing existing structures) it is the committee's recommendation that Desman Associates provide the requested services. Desman is very familiar with the scope of the repairs since they did the initial condition survey for the parking ramps. The committee did not feel that the increase in costs associated with the other firms was offset by any unusual requirements or services provided by them. Action Requested We recommend that the City Council award a contract to Desman Associates in the amount not to exceed $ 98,000.00 for engineering services for restoration of the Locust and Iowa Street ramps.
