Van Milligen, City Manager SUBJECT: 2004 Sanitary Sewer Lining Project City Engineer Gus Psihoyos is recommending acceptance of the 2004 Sanitary Sewer Lining Project, as completed by Visu-Sewer Clean & Seal Co., in the final contract amount of $74,801.89, which is a 8.73% decrease from the original award amount of $81,329.16, mainly because of the removal of the 400 block of Kaufmann Avenue from the project. This section has been delayed until the Fiscal Year 2005 project. I concur with the recommendation and respectfully request Mayor and City Council approval. (l1J &;~ Michael C. Van Milligen, City Manager Gus Psi hoyos, City Engineer ~Q TO: SUBJECT: 2004 Sanitary Sewer Lining Project (CIP 31 OA62-71 01637: Sanitary Sewer Lining Program) INTRODUCTION The enclosed resolutions provide for the acceptance of the 2004 Sanitary Sewer Lining Project. BACKGROUND With age, clay sanitary sewers deteriorate. Cracks and bad joints form, compromising the integrity of the sewer. In addition, stormwater and groundwater can infiltrate into the sewer. Both conditions can cause the overloading of the sewer system. The high costs and inconvenience to the public associated with the excavation and restoration of pavement for sanitary sewer rehabilitation projects has led to the development of "trench less" technologies. Cured-in-Place Pipe (CIPP) is a versatile trenchless method for restoring structural integrity to sewer mains. CIPP is a resin-impregnated tube that is installed in an existing damaged or leaking sewer. Once inserted into the pipe, it is expanded and cured by applying heat. The liner is a seamless, joint-less, pipe with a smooth inner surface that increases flow capacity. The seamless pipe also prevents infiltration. Robotic cutters are then used to restore active lateral connections to the line. In January of 2005, the project was awarded to the low bidder, Visu-Sewer Clean & Seal Co. of Pewaukee, Wisconsin in the amount of $81,329.16. DISCUSSION Visu-Sewer has completed the project having lined the following sewers: John F. Kennedy Road and Pennsylvania Avenue Algona Street between Bennett Street and 3rd Street Mayfair Court Rhomberg Avenue west of Sumner Street Kaufmann Avenue near North Grandview Avenue Kaufmann Avenue (section in the 300 block) Kaufmann Avenue (section in the 500 block) Kaufmann Avenue (section in the 1300 block) A section of sewer in the 400 block of Kaufmann Avenue was removed from the project because an excessive lateral flow prevented a proper installation. The excessive flow has been rectified and the section will be lined as part of the 2005 sanitary sewer lining program. The project was completed at the final contract amount of $74,801.89, which is an 8.73% decrease from the original award amount. RECOMMENDATION I recommend that the City Council accept the improvements and establish the final contract at $74,801.89. BUDGET IMPACT The project cost summary for the 2004 Sanitary Sewer Lining Project is as follows: Bid Award Final Construction Contract $ 81,329.16 $74,801.89 Contingency 12,961.00 0 Engineering 21.385.65 7.601.15 Total Project Cost $115,675.81 $82,403.04 The project was funded with the Fiscal Year 2004 Sanitary Sewer Lining Program appropriation in the amount of $100,000. The balance will be applied toward the 2005 Sanitary Sewer Lining Project. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement and establishing the final construction cost. Prepared by Deron Muehring cc: Dawn Lang, Budget Director Deron Muehring, Civil Engineer II RESOLUTION NO. 345-05 ACCEPTING THE 2004 SANITARY SEWER LINING PROJECT Whereas, the contract for the 2004 Sanitary Sewer Lining Project (the Project) has been completed and the City Manager has examined the work and filed a certificate stating that the Project has been completed according to the terms of the contract, plans and specifications and that the City Manager recommends that the Project be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Manager is approved and the Project is hereby accepted. Section 2. The City Treasurer is hereby directed to pay to the contractor from the Fiscal Year 2004 Sanitary Sewer Lining Program appropriation for the contract amount in the amount of $74,801.89 less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573. Schneider, City Clerk RESOLUTION NO. 346-05 FINAL ESTIMATE Whereas, the construction contract for the 2004 Sanitary Sewer Lining Project has been completed and the City Engineer has submitted his final estimate showing the cost thereof including the cost of estimates, notices and inspection and all miscellaneous costs. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the cost of said improvement is hereby determined to be $82,403.04 and the said amount shall be paid from the allocation from the Fiscal Year 2004 Sanitary Sewer Lining Program appropriation of the City of Dubuque, Iowa.
