Dear Mayor Duggan:
The Iowa Department of Economic Development (IDED) hereby amends the above referenced HOME Investment
Partnership Program contract by extending the completion date and expanding the target area.
This amendment is in response to your request dated June 28, 2005.
The contract by and between the Iowa Department of Economic Development ("Department or IDED") and
Dubuque ("Recipient") is amended as of the date shown above as follows:
AMEND each Article in the Master Contract and Funding Agreement that refers to "Exhibit A" to "Exhibit A, as
amended. "
AMEND Article 1.1 TIME OF PERFORMANCE by revising the expiration date and extending the performance
period to December 31,2005.
AMEND Exhibit A Activity Description to identify the Washington Neighborhood Revitalization Project as the
target area and to change "occupied by HOME income-eligible households" to "available for income-eligible
households."
Except as otherwise revised above, the terms, provisions, and conditions of the Master Contract and Funding
Agreement remain unchanged and are in full force and effect.

you will have current information on the status of your contract. If your amendment includes a budget change, be

households in a target area designated by the city as Washington Neighborhood Revitalization Project.
