Dear Mayor Duggan:
The local Commissioner of Elections is allowed in Section 49.11 of the Iowa
Code to combine election precincts for elections other than the June primary and
November general election.
As more voters take advantage of the opportunity to vote early via an absentee
ballot, along with the fact that the turnout for school and city elections is normally
considerably less than general elections, I am proposing five (5) combinations of
election precincts within the City of Dubuque.
These combinations are:

5 Hempstead High School
The combined precinct will vote at the Lifetime Center and will be designated as
Precinct 26.
6 Tri-State Blind
7 Eisenhower School
8 S1. Peter's Lutheran Church
The combined precinct will vote at the Tri-State Blind and will be designated as
Precinct 27.
10 Clarke College
11 Westminister Church
The combined precinct will vote at Westminister Church and will be designated
as Precinct 28.

The combined precinct will vote at Comiskey Park and will be designated as
Precinct 29.
17 Court House
18 S1. John's Parish House
19 Carnegie Stout Library
The combined precinct will vote at S1. John's Parish House and will be
designated at Precinct 30.
These combinations would result in the following polling sites by ward:
1 st Ward: Table Mound School, Theisen's Home Center and the Lifetime Center.
2nd Ward: Tri-State Blind Society, Wahlert High School and Westminister Church
3rd Ward: Comiskey Park, Windsor Park and Holy Trinity Church.
4th Ward: S1. John's Parish House, Y Building and the Roberta Kuhn Center.
The combination of these polling sites will save an estimated $3,500 to $5,000
per election due to a decrease in site rental fees, equipment delivery costs and election
official wages. It will also alleviate traffic and parking problems voters encounter at
some polling sites.
We will be notifying all voters in the affected precincts of the change in polling
site prior to the September school board election.
While it is the prerogative of my office to make these combinations, I wanted to
advise you and the council of my plans and solicit any comments or concerns. I will
look forward to our conversation about these changes at your meeting on August 1 st.
