Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager~ SUBJECT: FY 2006 Dubuque County REAP Plan -- City Update, Grant Application and City Representative on REAP Committee Introduction The Dubuque County REAP Committee is updating the FY 2006 Dubuque County REAP Plan. REAP (Resource Enhancement and Protection) is a grant program for parks and open space administered by the Iowa Department of Natural Resources. The REAP Committee has requested the City of Dubuque's update for the FY 2006 Dubuque County REAP Plan, any REAP grant applications, and confirmation of the City of Dubuque's representative on the REAP Committee by July 28. Correspondence from the REAP Committee is attached. This memorandum requests City Council approval of the City of Dubuque's update to the FY 2006 Dubuque County REAP Plan, a REAP grant application for Phase 1 of the Iowa 32 Bike/Hike Trail, and confirmation of the City's representative to the REAP Committee at the August 1 City Council meeting. FY 2006 REAP Plan Update Attached is the completed questionnaire for the City of Dubuque's update for the FY 2006 Dubuque County REAP Plan. The update was prepared based on the prior REAP Plan and the City's adopted FY 2006 - FY 2010 Capital Improvement Program, with input from Leisure Services Manager Gil Spence. FY 2006 REAP Grant Application Staff recommends submittal of a FY 2006 REAP grant application for Phase 1 of the Iowa 32 Bike/Hike Trail. The Iowa 32 Bike/ Hike Trail project is nearly 5 miles of a 10- . REAP Plan Page 2 foot wide off-road trail along Iowa 32 (Northwest Arterial) from U. S. 20 to the planned extension of the Dubuque County Heritage Trail just east of the U.S. 52/lowa 386 (John Deere Road) intersection. Preliminary grading for the trail was included in the expansion of Iowa 32 from 2 lanes to 4 lanes between U.S. 20 and John F. Kennedy Road, and in the extension of Iowa 32 from Kennedy Road to U.S. 52. The City has budgeted $178,020 in DRA Distribution funds for the entire 5-mile trail, with an estimated project cost of $593,400. Phase 1 of the Iowa 32 Bike/Hike Trail is approximately 2 miles of off-road trail along the southerly side of Iowa 32 from the County's planned extension of the Heritage Trail to U.S. 52 and Iowa 386 (John Deere Road), west to the intersection of West 32nd Street and John F. Kennedy Road with Iowa 32. The estimated project cost for Phase 1 is $237,360. The attached REAP grant application is for the maximum of $200,000. City Representative on REAP Committee The current City representative on the REAP Committee is City Council Member Joyce Connors. I will inform the REAP Committee Chairperson that since confirmation of the City's representative will not be made until the August 1 City Council meeting, all REAP Committee correspondence should be sent to City Clerk Jeanne Schneider. Recommendation The REAP Committee must approve updates to the annual REAP Plan and REAP grant applications prior to their submittal to the IDNR. The REAP Committee will meet on August 11. Updates for the FY 2006 REAP Plan and FY 2006 REAP grant applications are due to the REAP Committee by July 28. REAP grant applications are due to the IDNR by August 15. Grant awards are usually confirmed by October. I recommend that the City Council approve the enclosed City of Dubuque's update of the FY 2006 Dubuque County REAP Plan, submittal of the FY 2006 REAP grant application of $200,000 for Phase 1 of the Iowa 32 Bike/Hike Trail, and confirmation of the City Council representative to the REAP Committee. Since the REAP Committee required this information by July 28, it will be submitted prior to the August 1 City Council meeting. Any changes made by the City Council will be provided to the REAP Committee prior to their August 11 meeting.
