SUBJECT: Knob Hill Subdivision Sidewalk Installation
Pursuant to the revised November 2004 Council Sidewalk Inspection Policy and the
adoption of Ordinance #86-04 on December 20, 2004, it was the City Council's directive
to require sidewalks when any lot is developed on a street with curb and gutter, whether
inside or outside of an approved subdivision, or along a street where the City Council
has previously deleted sidewalks as part of a street assessment project.
City Engineer Gus Psihoyos recommends City Council concurrence on the enforcement
of sidewalk installation, as part of the Sidewalk Inspection Program, on properties in the
Knob Hill Subdivision that abut Fremont Avenue, as well as for any other subdivisions
with installation requirements or streets that were part of a street paving program but did
not have sidewalk installed at the time of reconstruction.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Knob Hill Subdivision Sidewalk Installation
INTRODUCTION
The purpose of this memorandum is to request City Council concurrence on the
enforcement of sidewalk installation, as part of the Sidewalk Inspection Program, on
properties in the Knob Hill Subdivision that abut Fremont Avenue, as well as for any
other subdivisions with installation requirements or streets that were part of a street
paving program but did not have sidewalks installed at the time of reconstruction.
BACKGROUND
Pursuant to the revised November, 2004 Council Sidewalk Inspection Policy, and the
adoption of Ordinance #86-04 on December 20, 2004, it was the City Council's directive
to require sidewalks when any lot is developed on a street with curb and gutter, whether
inside or outside of an approved subdivision, or along a street where the City Council
has previously deleted sidewalks as part of a street assessment project.
DISCUSSION
The 2005 Sidewalk Inspection Program is scheduled to cover the Knob Hill Subdivision
which would include properties with frontages on Fremont Avenue that do not have
sidewalks installed. The Fremont Reconstruction Project in 1997 did not include
sidewalk installation for these properties but recommended that installation be required
when development and usage determined the need for sidewalks. The Knob Hill
Subdivision plat approval, resolution No. 178-78, also required installation of sidewalks
on frontages.
It is now recommended that sidewalk installation in Knob Hill Subdivision be required on
any properties within the subdivision and on those properties that abut Fremont Avenue.
The installation of these sidewalks would allow a continuous walking network between
neighborhoods and from one development area to another along Fremont Avenue.
The expense of the sidewalk installation will be the sole responsibility of the affected
property owners. At the present time, there is no City financial assistance for new
sidewalk installation.
RECOMMENDATION
It is recommended that the City Manager request City Council concurrence on the
enforcement of sidewalk installation, as part of the Sidewalk Inspection Program, on
properties in the Knob Hill Subdivision that abut Fremont Avenue, as well as for any
other subdivisions with installation requirements or streets that were part of a street
paving program but did not have sidewalks installed at the time of reconstruction.
