To Mayor Duggan and City Council:
I am writing this letter as an indication of my interest in being appointed to the
council seat made vacant by Roy Buol's resignation. If appointed, I will dutifully and
respectfully serve as member Pro Tern until the general election in November.
I believe I would be a valuable addition to the council because I thoroughly
analyze issues before I make decisions, I have leadership experience, a history that
testifies to my hard work-ethic, a talent for communicating with people of various
backgrounds and dispositions, a curious and open mind, and also a strong system of
values that is rooted in tradition and the love and dedication I have for my family, friends,
and fellow citizens.
I have worked hard to prove myself a capable young man and American all of my
life. I am relatively young, but that is a dynamic that could prove to be beneficial to the
city of Dubuque. I will approach existing issues with fresh and intelligent eyes and will
welcome new issues with the patient study of a concerned and interested citizen-
representative.
In the years I have lived, I have experienced much. My father was laid off twice,
I am a good student, stay versed in politics, have a passion for public service and a desire
to help others, experience leading individuals in organizations of various sizes to success,
and have acquired much wisdom from my grandparents and the rest of my family. My
family has been through many difficulties and several profound losses, but we have
always moved forward and have always endured. I believe that Dubuque is heading in a
great direction and I see the same determination in my fellow citizens in their desire to
make Dubuque an ever greater "Masterpiece on the Mississippi," as I saw in the eyes of
my mother years ago when she laid in bed with my sisters to warm them because we
couldn't afford to heat our house at night due to my father's job loss. Times are better for
my family now, and Dubuque is doing well, but both have experienced tough times in the
past and both have shown the strength and tenacity to succeed despite those hurdles. I
take comfort in knowing that Dubuque is so rich in spirit and full of vigor. I want to help
Dubuque deal with its future and the problems and successes that will come with it.
Currently, I help care for my Grandfather who has Parkinson's, help guide my
mother in her raising of my sisters, maintain the strength of my father, and offer myself as
a pillar for those around me to lean on if need be, such as my fellow students and fellow
citizens.
I have learned a lot about how government runs by interning for the House
Budget Committee in Washington D.C. Though I am young, I believe the combination of
fresh opinions, passion for the success of Dubuque, intelligence, experiences gained from

life itself, and the knowledge gained from spending time watching and learning how the
Washington committees and Congressmen do business have all helped me become an
individual that would be a good addition and fit well on the Dubuque City Council.
I plan on running for the Second Ward seat in the general elections in November
and am interested in serving as member Pro Temp until that time.
I will not be able to attend the meeting on August 1 st when the decision will be
made by the Council because of my being in Washington. If I am appointed, I will make
sure to come back to Dubuque as soon as possible (during the week after the
appointment).
If anyone wishes to speak with me or ask me questions, I am more than happy to oblige.
Please contact me by Cell at (563) 599-7988, or bye-mail at akoons0J,dbq.edu.
I hope I am given this chance to prove that I am capable of championing the public and
the city that I love (and have missed every minute I have been away this summer, my first
extended period away from home).
Sincerely,
Andrew Koons
