Van Milligen, City Manager SUBJECT: Design and Engineering Construction Phase, Services for the Cedar Street and Dog Track Wastewater Pump Station Rehabilitations Eight responses were received to a Request for Proposals for engineering and design services for modifications to the Cedar Street Lift Station and Dog Track Lift Station. Three firms were selected for interviews, V&K Engineering, MSA Professional Services and WHKS & Co. The firms were evaluated for experience, technical ability, project design team, design approach and methodology, project track records, firm's responsiveness, local economic impact, schedule evaluation, and the proposed cost to complete the project. Water Pollution Control Plant Manager Jonathan Brown recommends City Council approval of the selection of WHKS & Co. to provide engineering design and construction services for the Cedar Street Lift Station and Dog Track Lift Station modifications project. Van Milligen, City Manager FROM: Jonathan R Brown, WPCP Manager ~ ~ ~ SUBJECT: Design and Engineering Construction Phase Services for the Cedar Street and Dog Track Wastewater Pump Station Rehabilitations INTRODUCTION The purpose of the memorandum is to request that the City Council approve the selection of WHKS & Co. to provide engineering and design services for , modifications to the Cedar Street Lift Station and the Dog Track Lift Station. BACKGROUND The Cedar Street Lift Station serves a primarily industrial area along the Mississippi River and the Couler Valley area. It has a hydraulic capacity of 14 MGD. A main contributor of flow to the lift station was Farmland Foods, a meat processor. Farmland Foods was sold and subsequently the live kill at the facility was eliminated. The plant eventually shut down. Flows from the facility to the Cedar Street Lift Station have been reduced substantially. The Cedar Street Lift Station was originally constructed in 1956 and rehabilitated in 1968 and 1974. The mechanical equipment is 1968 vintage. The repair frequency for the vintage equipment is increasing and replacement components are becoming harder to find. The pump motors are 2300 volt wound rotor motors with a liquid rheostat control system. These older high voltage motors are becoming costly to maintain due to difficulty finding components and the lack of motor shops that will work on the higher voltage units. The voltage also makes it difficult and expensive to provide emergency power. The Dog Track Pump Station consists of an open top wet well and a separate can-type dry pit with three pumps. It has a hydraulic capacity of 1.8 MGD. The dry pit is accessible only through a tube enclosed single person lift. The dry pit is considered a hazard to personnel due to the nature of the access to the dry pit. The City of Dubuque wants to revamp this station to allow safe access and to verify pump sizing based on anticipated future flows and future development in the Dog Track-Schmidt Harbor area. An RFP (request for proposal) was developed which required firms to address the following tasks: 1. Update and review flow data from Cedar Street to confirm design flows and pump sizing; 2. prepare an opinion of probable costs for the Cedar Street Station improvements; 3. analyze flow data for the Dog Track Pump Station, determine appropriate design flows, and develop concept for new Dog Track Pump Station configuration for new pumps and safe access; 4. prepare an opinion of probable cost for the Dog Track Station improvements, and 5. provide engineering services for the design, bidding and construction phases. DISCUSSION Twelve RFP's were sent to local and area consulting firms. Eight firms responded to the RFP's. Three firms were selected for interviews with a team consisting of Deron Muehring, Wayne Polsean, Robert Green, and Jonathan Brown. The firms interviewed were: V&K Engineering MSA Professional Services WHKS & Co. West Des Moines, Iowa Dubuque, Iowa Dubuque, Iowa Firms were evaluated for experience; and technical ability; project design team; design approach and methodology; project track records; firm's responsiveness; local economic impact; schedule evaluation and the proposed cost to complete the project. The proposed engineering fees are as follows. MSA $211,000 V&K $120,130 WHKS $103,000 RECOMMENDATION Based upon the review of the proposals and interviews, the interview team recommends that the City retain WHKS & Co. to provide engineering, design and construction services for the Cedar Street Lift Station and Dog Track Lift Station modifications. WHKS & Co. provides the best combination of cost, local involvement and project experience. ACTION REQUESTED I respectfully request that the City Council approve the selection of WHKS &Co. to provide engineering design and construction services for the Cedar Street Lift Station and Dog Track Lift Station modifications project and to authorize the City Manager to enter into an agreement with WHKS & Co. for the project.
