Powers-Rule Making: The Airport Commission shall promulgate and put in. force such rules and regulations as shall be deemed necessary and appropriate for the order, operation, management, control and supervision of the l'egional airport. A copy of such rules and regulations shall be tiled with the Airport Manager together with any amend- ments thereto; also, copies thereof shall be posted in two (2) conspicuous places in the administration building at the regional airport, (1976 Code, ~ 4-23) Sec. 4.42. Powers-Control Of Funds: All funds derived from taxation or otherwise for airport purposes shall be under the control of the Airport Commission of the City for t.he purposes of management, operation and control of the regional airpol.t and shall be deposi~ed with the City Treasurer to the credit of the Airport Commission and shan be disbursed only on the written warrant or order of the Airport Commission including the payment of all in- debtedness arising from the acquisition find constl'\lction of airports and the maintenance, operation and extension thereof. Certification Of Annual 'fax Levy: The Airport Commission of the City shall, annually, certify the amount of tax within the limitations of law to be levied for airport llur- poses and upon. such certification, the City Council may include such amount in its hudget. Annual Report: The Airport Commission of the City shall, immediately after the close of each Municipal fiscal year, file with the City Clerk a detailed and audited written report of all the money received and disbursed by such Airport Com- mission during the fiscal year and such report should be kept on file in the office of the City Clerk for public inspection. Appointment; Terms: (a) The Airport Commission shall have a membership of five (5) persons: four (4) mem- bers appointed by the City Council for four (4) year terms and one member of the City Council whose term shall be for one year. The initial appointment of the City Council member shall expire on January 15, 2001. Such membel's shall serve without compensation, (b) The Commission shall elect from its own members, a chairperson and a secretary who shall serve for such terms as the Commission shall determine. (b) Purpose: The Housing Code Appeals Board shall conduct hearings upon application by any person aggrieved by a notice and order of the Housing Officer issued in connection with a violation of the City of Dubuque residential housing code or of any applicable rule or regula- tion issued pursuant to the City of Dubuque residential housing code. The Board shall also review revised or additional definitions and procedures submitted by the Housing Officer and shall be empowered to adopt, reject or mod- ify same. Electrical code board. . (a) Board established.
