Please add the enclosed resolution to the next City Council agenda.
OpportunityDubuque is a citizen led movement helping our community learn about a
communications utility as essential infrastructure. The goal of OpportunityDubuque is to help
educate our citizens regarding this important topic, and to take the ftrst step by establishing a
communications utility via a referendum vote this November 2005.
OpportunityDubuque does NOT currently support any plans to ftnance, build or deploy a
communications utility. Rather, we are working to ensure that our community has the OPTION to
do so should it be proven feasible and appropriate. Establishing this logical extension of local
government (the utility) will merely allow the community of Dubuque to further study, assess and
investigate whether the construction and / or operation of such a utility is indeed feasible and
appropriate for our community.

Resolution of Support
We, the city council of Dubuque, Iowa, do hereby make the following resolutions:
BE IT RESOLVED that Opportunity Dubuque is a citizen-led organization
working to place the formation of a municipal communications utility on the ballot in
Dubuque, Iowa for the general election to be held November 8th, 2005.
BE IT RESOLVED that the city council of Dubuque, Iowa supports Opportunity
Dubuque, and in doing so understands the following:
That the formation of a communications utility by citizen vote is free and without
cost or ftnancial encumbrance to the city, or to local citizens;
That the formation of a communications utility and its governance does not
obligate or require any future action by the city;
That the formation of a communications utility is a logical extension of local
government designed to further study, assess and evaluate the merits of a municipal
communications utility.
BE IT RESOLVED that Opportunity Dubuque is working in the best interests of
our citizens. The city council of Dubuque, Iowa, therefore has garnered the majority
support of this council for their efforts and initiative.
