Meeting was called to order by Dixon at 3:05 P.M.
Reiss moved to dispense with the reading of the minutes of the May 23, 2005 meeting and
accept them as typed. Hammel seconded and the vote was all in favor.
The Board then reviewed the five (5) applications that were submitted.
The Board interviewed the five (5) applicants who were present.
The results were as follows:
Hammel moved that the following four persons be approved for issuance of an Electrical
Journeyman License:
Rob Powers #496, Matthew McClain #497, Mike Pfannebecker #498 and Dan Kennedy
#499
Reiss seconded and the vote was all in favor.
Hammel moved that Kris Hejna #226 be approved for issuance of an Electrical Contractor's
License.
Reiss seconded and the vote was all in favor.
Correspondence Report from Staff:
Neyens reported that he had received a notice from Thomson Prometric (our testing
agency) that they had created the new exams based on the 2005 NEC and were ready to
start using them at our request.
Unfinished Business:
Pfohl made a motion that the Board recommend to the City Council the adoption of the
2005 edition ofthe National Electrical Code as published by NFPA. Reiss seconded. Both
Hammel and Dixon expressed their support. Neyens asked if there should be any
adjustments to the sections on grounding because of the concerns by the Home Builders
Association. All the board members expressed their confidence that the code
requirements would not cause the foundation damage suggested and that the added cost
of one clamp and a 10' long piece of bare #4 copper wire or a 30" long piece of bare #4
copper wire would not adversely affect the cost of a new building. The vote on the motion
was all yes.
The Board then directed staff to prepare the material for the City Council.
The next board action was to work out several adjustments to the electrical license
application form. The first of these was to remove the requirement for a Soc. Sec. number
on the form and in its place require a copy of some form of a picture ID. The second
change was to clarify that the experience requirements are different between
maintenance/journeyman and that required for a contractor. The new wording shall read
as follows:
"To be issued an electrical maintenance or journeyman certificate of registration (license),
the applicant must demonstrate on this form the required skill, knowledge and experience
as evidenced by four (4) years (8000hr) proven experience in the electrical field under the
supervision of a licensed electrical person. If you provide proof of at least three years
comprehensive, specialized educational training, or the registration as a professional
engineer, the board may waive up to one year of this requirement.
To be issued an electrical contractor license, the applicant must demonstrate required skill,
knowledge, and experience as evidenced by four (4) years (8000hr) proven experience in
the electrical field as a licensed journeyman."
It was moved by Pfohl and seconded by Hammel to approve the new wording. The vote
was all yes.
New Business:
The Board discussed making some changes to the Electrical Ordinance. First, add "under
the supervision of a Class I, II, III electrical license holder" to the end of the definition of
"Apprentice and/or helper." (Sec. 18-2 Art. 83-1)
Second, change the definition of "Electrical Contractor" (Sec. 18-2 Art. 83-1) to read as
follows: "Master electrician/electrical contractor means a person having the necessary
qualifications, training, experience, and technical knowledge to plan, layout, install, and
supervise the installation of electrical wiring, electrical equipment apparatus, and electrical
equipment for electric light, heat, power, and other purposes and to supervise apprentice
electricians, who is licensed by the board."

Third, change the definition of "Journeyman Electrician" (Sec. 18-2 Art. 83-1) to read as
follows: "Journeyman electrician means a person having the necessary qualifications,
training, experience, and technical knowledge to wire for or install electrical wiring,
electrical apparatus, and electrical equipment and to supervise apprentice electricians, who
is licensed by the board."
Fourth, change the definition of "supervision" (Sec. 18-2 Art. 8302(B) to read as follows:
"Supervision shall mean the physical presence of a Class I, Class II or Class III certificate
of competency holder on the job site and the same project location, and the apprentice
electrician shall be engaged in the same phase of the project as the supervising party, but
shall not require that the licensee and apprentice electrician be within sight of one another
at all times."
It was moved by Reiss and seconded by Pfohl to recommend these changes to the City
Council for inclusion in the City of Dubuque Code of Ordinances, Art. 18. The vote was all
yes.
Hammel moved to adjourn the meeting. Pfohl seconded, all in favor. Meeting adjourned
at 5:49 P.M.
