2004 Certified Local Government (CLG) Annual Report ~
RE:
This memo transmits the 2004 Certified Local Government (CLG) Annual Report
for City Council to receive and file. The annual report is the primary means for
the City of Dubuque to report to the State Historical Society of Iowa on
accomplishments of our historic preservation program. The CLG agreement
between the State and the City of Dubuque requires submission of the report on
a yearly basis.
The questions are structured to determine if participants in the Certified Local
Government program are fulfilling their responsibilities as outlined in the CLG
Agreement with the State and their respective historic preservation ordinances
and resolutions. It is also designed to determine if participants are complying
with federal and state program requirements.
This report is submitted for the City Council's information. No action is requested
or required.

Section I.
Locating Historic Properties
Identification, Evaluation, and Registration Activity
CLG Standards found in CLG Agreement and National Historic Preservation Act
. The CLG shall maintain a system for the survey and inventory of historic and prehistoric properties in a
manner consistent with and approved by the STATE.
. The CLG will review National Register nominations on any property that lies in the jurisdiction of the local
historic preservation commission.
1. Please list and submit complete reports and site inventory forms from historic identification/survey,
evaluation and/or registration/nomination projects that the City, County, or Land Use District completed
in 2004. Do not list projects that were funded with a CLG grant or mandated by the Section 106 review
and compliance process. No survey projects without CLG Grant

2. Monitoring Properties listed on the National Register of Historic Places (NRHP). Please answer the
following, making sure that you include the historic name and address for each property. If neceSsary,
list on a separate sheet (s)

Section II
Managing, Protecting, and Preserving Historic Properties
. The CLG will enforce all appropriate state and local ordinances for designating and protecting historic properties
. The CLG shall provide for adequate public participation in the local historic preservation programs

Finished Phase IV Update and listed West 1 fh Street and Langworthy Historic Districts to National Register.
Worked on Phase V Architectural/Historic Survey/Evaluation of residential neighborhoods adjacent to
downtown.

Directed property owners to Preservation Briefs on-line and other information resources located at the
Carnegie Stout Public Library, Dubuque County Historical Society and Center for Dubuque History at Loras
College.

Section III
Historic Preservation Program Administration
. The CLG will organize and maintain a historic preservation commission, which must meet at least three times per year.
. The commission will be composed of community members with a demonstrated positive interest in historic preservation,
or closely related fields, to the extent available in the community.
. The commission will comply with Iowa Code Chapter 21 in its operations.
. Commission members will participate in state sponsored or approved historic preservation training activities.

CITY OF DUBUQUE, IOWA BOARD/COMMISSION APPLICATION FORM
Individuals serving on Boards and Commissions play an important role in advising the City Coundl on matters of
interest to our community and its future.
The City Clerk's Office, City Hall, 50 West 13th Street, Dubuque, IA accepts applications for any Board and/or
Commission at any time, and the application stays active for one year from the date of receipt in the Clerk's Office.
At the appropriate regularly scheduled meeting, applications will be submitted to the City Council for their review
and applicants are encouraged to address the Council stating their reasons for wanting to serve on this particular
Board or Commission. Applicants will be advised when the application is being presented. Appointment to the Board
or Commission will be made at a later meeting. Applicants will then be notified as to the outcome of the Council's action.
If not appointed at that time, this application will be resubmitted, as needed, as long as the application is active (unless the
applicant advises they are no longer interested)
