Duggan Dubuque City Council Dubuque City Hall 50 West 13th Street Dubuque, Iowa 52001 Dear Mayor Duggan: The purpose of this letter is to inform you that the Dubuque Metropolitan Area Solid Waste Agency intends to explore the feasibility of expanding its service area. As you are aware, the Agency's landfill facility serves only Dubuque county residents and businesses. This has been its policy since the opening if its facility in 1976. However, a number of factors have recently developed that have fostered the discussion now occurring. First and foremost, the Agency has recently been informed that it can use all of its original acreage for landfill cells. As a result, its facility's life expectancy has been extended sixty (60) to seventy (70) years. A second factor is the impetus from federal and state agencies to "regionalize" solid waste disposal facilities and services. A third factor is economics. As in other segments of the American economy, survival and future success in the landfill business appears predicated on increasing volume and customer base. A fourth major factor is the recent overtures received from neighboring Iowa counties. In the last month, two counties have expressed interest in contracting for access to our facility. Be assured that it is not the Agency's intent to change its service area policy without thorough deliberation or consultation with its partner/owners, the City and County of Dubuque. Duggan Dubuque City Council Dubuque City Hall 50 West 13th Street Dubuque, Iowa 52001 Dear Mayor Duggan: The purpose of this letter is to request a response from City of Dubuque staff, regarding the City's ability and willingness to treat the additional leachate that may result if the Agency accepts waste from outside Dubuque county. Additional waste would accelerate cell development. This, in turn, could cause leachate generation to increase by 10% to 50% above present day levels.
