Dear Mayor Duggan and Council:
The Department of Transportation is proposing an April 1999 letting for a project
to reconstruct approximately 400' of severely settled pavement on the U.S. 61
southbound exit ramp to Kerper Boulevard/Dubuque Greyhound Park and Casino.
The purpose of this letter is to solicit your input on any concerns the City may have
related to this project.
This pavement has settled up to 2.5', and we believe it would expedite and simplify
the project considerably if the ramp could be closed and Kerper Boulevard traffic
detoured. The ramp would probably have to be closed for several weeks, and
I.D. O. T. would provide the necessary detour signing. A possible detour would
be:
U.S. 61 southerly to the 11th Street exit, west on 11th Street
to the west 911 Connector, across the west 911 Connector
to 9th Street, and then 9th Street back to Kerper Boulevard.

I recently received a copy of your February 12th letter to Mayor Terry Duggan
indicating that the southbound exit ramp to Kerper Boulevard/Dubuque Greyhound
Park and Casino will be closed for several weeks to do repairs.
This area of Dubuque is an important part of our industrial and tourism economy.
Major companies like Farmland Foods, Georgia Pacific, Barnstead Thermolyne, and
Dubuque Greyhound Park and Casino (DGP) depend on access through this exit.
If you cannot find a way to keep the ramp open, I hope you are willing to take
extraordinary measures to minimize the length of the closure.
