I have been asked to speak at the Iowa Apprenticeship Conference about our mock collective bargaining exercise for high school students, and will be out of town overnight. I have asked Joe Reed, our management chair, to speak in our behalf. I want to communicate my personal gratefulness for the Council's support, and the support of the City of Dubuque. I have viewed your inclusion of us in your purchase of service budget over the years as a personal vote of confidence, and I am thankful that you have been behind us. It has been a privilege to work with you over the past nine years. I have learned a lot. We are the only area labor-management committee in the state to continue at a meaningful level of operations, without significant state support. I attribute this not simply to the Council's financial support, but more importantly to your personal involvement as Council members. Each one of you has been part of one or more of our activities in the past. Mayor Duggan's involvement as the dean of our community advisors goes above and beyond the call of mayoral duty. City Manager Mike Van Milligen has been an important source of personal support for me. We work in a field where compliments and praise are scarce commodities. Mike is the first to show his appreciation when it is deserved, and sometimes even when it's not, because he knows it's the fuel of perseverance. His generosity with time and advice has sustained me in the increasingiy difficult work of the Labor-Management Council, as we continue to work through growing pains and higher expectations. Over the life of the Labor-Management Council, Randy Peck has been the most dependable, consistent and committed management representative to both the Board of Directors and now our Tri-State Health CAR.E. Coalition. He contrib- utes constructively to every discussion, and always does what he says he will. Indeed, the whole City organization has participated actively in our work at virtually every level. Some people try to make "government" sound like a dirty word. If I were involved in that trial, I'd be a witness for the defense, and I'd submit the City of Dubuque as my first piece of evidence. ~/
