citizens 55 years old or older. As our population continues to age,
contributions of older workers will play an increasingly important role
in maintaining America's leadership in a highly competitive interna-

hiring the older worker, perpetrating the injustice of negative age
stereotyping; and
WHEREAS, older workers are at least as effective as younger employees, and in
fact, their unique combinations of knowledge, skills, insight, experi-
ences and commitment make them even more effective and productive;
and
WHEREAS, employers and public officials should promote and encourage
placement of the older workers in responsible positions with fair wages
and benefits which will benefit all.
NOW THEREFORE, I, TERRANCE M. DUGGAN, MA YOR OF THE CITY OF DUBUQUE,

Dear Karen:
Several years ago Mayor Duggan wrote a proclamation for me for Older Workers Week and I would like
for him to do it again. I called the City Clerk's office and was told to write a note to you. Older Workers
Week is March 14th to March 20th this year. I am enclosing a copy of the proclamation from 1995, which
sounded pretty goodto me if you would like to use it again. Also enclosed is some information about
Senior Employment.
Thanks in advance for your help. The public needs to be reminded from time to time that workers over 55
are a valuable part of our workforce. If you have any questions for me, please call my Senior Community
Service Employment office 319-582-0902.
Sincerely,
r
