AN ORDINANCE CHANGING THE NAME OF FIFTH STREET FROM ADAMS STREET
EAST TO ITS EASTERN TERMINUS, TO REGINA HAYFORD BOULEVARD.
Whereas, Regina Hayford was an avid promoter of Dubuque and was known as "The
Little Old Lady from Dubuque;" and
Whereas, the City of Dubuque shares the community's commitment to tourism and
riverfront development.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The City Council hereby changes the name of Fifth Street from Adams
Street east, to its eastern terminus, to Regina Hayford Boulevard, as designated on the official
plats of Booth's Addition, filed January 17, 1883, and Dubuque Harbor Improvement
Company's Addition, filed February 23, 1858.
Section 2. The City Clerk hereby is directed to file this ordinance with the Recorder,
Auditor and City Assessor of Dubuque County.
Section 3. This ordinance shall take effect immediately upon publication, as provided
bylaw.

After talking with the Planning & Zoning Commission it is our request to have 5th Street from Adams St.
to the River renamed in honor of Regina Hayford. It is my understanding that there are no businesses from
Adam Street to the River. Therefore, no businesses would be at all inconvenienced with the renaming of
this portion of 5th Street.
It is still the desire of Beta Sigma Phi and the people of Dubuque to honor Regina Hayford in this manner.

Renaming Fifth Street to Regina Hayford Boulevard
INTRODUCTION
The purpose of this memo is to transmit a request by the Beta Sigma Phi Sorority that the City
Council consider the renaming of Fifth Street from Adams Street east to its east terminus, in honor of
the late Regina Hayford, "The Little Old Lady From Dubuque." This request originally was made by
the Beta Sigma Phi Sorority for Bell Street in 1990 and again in 1998. An ordinance is attached for
Council consideration.
DISCUSSION
In 1990, the local chapter of the Beta Sigma Phi Sorority asked the City Council to rename Bell Street
in honor of Regina Hayford. Ms. Hayford was a sorority member. The City Council declined, because
the gambling boat at that time was the Casino Belle.
The City Council then directed Planning Services staff to encourage local developers and subdividers
to name a new street in honor of Ms. Hayford. Planning Services staff suggested this idea to
subdividers and developers, but no one has agreed to name a new street in honor of Ms. Hayford.
Consequently, the Beta Sigma Phi Sorority, in 1998, asked that the City Council reconsider the
renaming of Bell Street to Regina Hayford Boulevard, in honor of the late Ms. Hayford. The City
Council approved the request in January, 1999; however, the City Council rescinded their approval in
February, 1999, because Bell Street is named in honor of John Bell.
The Beta Sigma Phi Sorority now has requested that the City Council rename Fifth Street from east of
Adams Street to its eastern terminus, to Regina Hayford Boulevard. This section of Fifth Street is
connected with the relocation of Sixth Street (see attached maps). This section of Fifth Street
crosses and then runs south of Fourth Street (which is somewhat contradictory to the street pattern).
In addition:
1. There are no addresses on this section of Fifth Street, so there are no conflicts with existing
businesses (e.g., having to change letterhead).
2. The proposed name, Regina Hayford Boulevard, does not duplicate any current street name.
3. There has been no interest from developers and subdividers in name a new street in honor of
Regina Hayford.
