The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request stating that the subject lots will have frontage on
a new private street to be named Forest Ridge Drive. Mr. Voellinger indicated that Lot 11
would be conveyed to the Barrington Lakes Property Owners Association as a neighborhood
park.
Staff reviewed the preliminary plat noting that the plat is in substantial compliance with the
City of Dubuque Subdivision Regulations and that the County Engineer and Board of
Supervisors have approved the plat. Staff noted the preliminary plat also must be approved
by the City Council as it includes a private street.
The Zoning Advisory Commission discussed the request noting that the plat is within two
miles of the City of Dubuque since annexation of the land for the Dubuque Industrial Center
West.
Recommendation
By a vote 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

Traffic Patterns: The proposed subdivision will be accessed by a new private
street to be named Forest Ridge Drive, which connects with Wood View Drive
within the existing Barrington Lakes Development. No vehicle trip data is available
for this development.
Public Services: County public services are sufficient to handle the proposed
development.
Environment: Staff does not anticipate significant adverse impact to the
environment provided adequate storm water and erosion control is practiced during
all phases of construction for this development, and that individual septic systems
are installed in compliance with County standards.
Adjacent Properties: Staff does not anticipate any adverse impact to surrounding
property as the area has been developed for single family residential and the
current request continues that type of development.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted preliminary plat for Forest Ridge Estates continues the
residential development pattern of Barrington Lakes Development. The submitted
preliminary plat provides for the platting of 11 parcels to be developed for single family
homes except for Lot 11, which is to be conveyed to Barrington Lake Property Owners
Association, Incorporated for use as a neighborhood park.
The Barrington Lakes Development is served by two accesses. The main access is off
of U.S. Highway 20, while a secondary emergency access which does have gate across
it, is available from North Cascade Road.
The proposed Forest Ridge Drive will be a private roadway not dedicated to the County
with a 66' right-of-way and 26 I of asphalt paving. The roadway will range in grade from
3-15%. The County Engineer has approved the roadway design and the county
supervisors have approved the preliminary plat.
The City Engineering Division has suggested that the proposed design of Forest Ridge
Drive be modified to the extent possible to reduce the 15% grade for the middle portion
of the street. Approximately 380 feet of the 1,200 foot-long roadway is at a 15% grade,
the balance of the roadway will range between 3% and 6.8%.
The proposed single family lots will be served by the existing Barrington Lakes central
water system and have individual septic systems.
The submitted preliminary plat is in substantial compliance with City of Dubuque
Subdivision Regulations. Staff recommends that the Zoning Advisory Commission
recommend approval of the preliminary plat for Forest Ridge Estates subject to waiving
