SUBJECT: Highway Safety Grant
Police Chief John Mauss is recommending approval of a grant contract with the
Governor's Traffic Safety Bureau (GTSB) in the amount of $9,000, to provide for
the purchase of four traffic monitoring devices, notebook materials, maps, and
computer software.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request approval of of a grant contract with the
Governor's Traffic Safety Bureau (GTSB) in the amount of $9,000.
BACKGROUND
In July, 1997, the City Council approved a grant application in the amount of
$10,000 for traffic count equipment for a Dubuque Multi-Disciplinary Safety
Team. The Team consists of members from the Police Department, Public Works,
County Sheriff's Department, County Engineer, and IDOT. The grant was not
funded and no expenditures were made.
In the current fiscal year, the Dubuque Police Department renewed the grant
application, slightly amended to include providing for contingency detour
maps for highways around Dubuque as well as for the traffic count equipment.
Funding has been approved in the current fiscal year for purchase of materials
to be purchased by September 3D, 1999.
DISCUSSION
The grant would provide $9,000 for the purchase of four traffic monitoring
devices (counters), notebook materials, maps, and computer software. No local
matching funds are required.
The traffic counters are small metallic pads which are taped to the street
surface and count vehicles, recording speed and size of vehicles as well as
traffic count by time of day for vehicles traveling within that lane. These
devices have been used on a trial basis in the City with good results. The
computer software is used for programming the devices and interpreting the
results. They would be available for use by any of the Team members as needed.
The notebook materials and maps would record contingency planning done for
routing detour traffic in the Dubuque County area for a major accident or
incident which would close any highway segment within Dubuque County. All
involved agencies would have a copy of the plans to facilitate coordination of
an incident which would require traffic rerouting.
