Message: Hello, I represent the responsible dog owners group of Dubuque, FIDO. It stands for Friendly, Intelligent Dog
Owners. We have come together to rally support for changing the ordinance that currently bans dogs from City Parks and
trails. Please see the attached petition and read the language carefully. Our mission is to start a dialogue with the city, not to
ignite conflict. The attached signatures were gathered over just 6 days. Representatives will be present at tonight's City

Subject: Dubuque: Repeal the Ban on Dogs in City Parks
Letter: To Whom it May Concern,
Dubuque is an amazing place to live and play. It is quickly becoming a
tourist destination, and aspiring to be one of the top places to live and
work in the U.S.
But one restriction prevents Dubuque from being #1. It's that we are
banned from enjoying our favorite parks and trails with our canine
companions.
No one seems to know when or why this ordinance was passed, so we
believe it's time to repeal it. Responsible owners should be allowed to
walk their leashed, licensed dogs in all City parks (except golf courses).
Residents who pay local taxes and higher- than - average dog licensing fees
should be able to enjoy the beauty of all parks without feeling like
criminals for walking their dogs there.
Tourists should be encouraged to experience our one -of -a -kind parks
with their canine friends, especially with the recent announcement that
Dock Dogs will hold their WORLD championships in Dubuque for the next
3 years. Do we really want to greet them with "NO PETS ALLOWED" signs in
the most beautiful City parks?
It's clear that dogs are becoming a major part of not only our culture, but
our economy. Local veterinarians, trainers, groomers, and pet stores would
agree.
It is for these reasons and more, that we respectfully ask that the Dubuque
City Council amend ordinance 10 -5B -4, part B, to allow dogs in all City
parks.
Anticipated Objections & Responses:
Objection 1) "But you have a dog park, and other certain parks."
Response A) We appreciate the pet park, and it is a great option for many
dogs to experience off -leash freedom and socialization, however, it's not a
good fit for all dogs. Some have trouble socializing with other dogs.
Puppies can feel overwhelmed by so many larger dogs at once, and pick up
bad habits from other dogs.
B) The pet park doesn't offer the option for the owner to exercise with the
dog in the way that running or hiking in a park does. It's not as enjoyable
to do laps in the dog park as it is at Murphy Park. Opening all parks to dog
owners would increase physical activity for a healthier Dubuque.
C) The pet park doesn't offer the natural beauty that Eagle Point, Louis
Murphy, and other parks enjoy. There is a desire to enjoy the scenic views
of the Mississippi River with the family pet, and let him experience it, too.
This is a great way to relieve stress for both dog and owner.
D) Bergfeld Recreation area is a 15 minute drive from Downtown Dubuque
(City Hall).
E) Medical Associates Greenbelt Park is a 10 minute drive from Downtown
Dubuque without a lot of scenery.
F) Granger Creek Trail is a 13 minute drive from Downtown Dubuque.
G) Miller Riverview Park is a busy campground, not an ideal place to walk
dogs.
H) Dogs are not allowed on Dubuque's most popular trails, including
Heritage Trail, and The Riverwalk at the Port of Dubuque. We'd like to see
this lifted, too.
I) By lifting the ban on dogs in parks, over -use of the dog park may be
lifted, neighbors would be happier about the decrease in barking.
Objection 2) "Some irresponsible dog owners won't pick up their dog's
waste."
Solution A) Dog Waste Stations
The City may investigate adding dog pick -up stations with plastic baggies
and garbage cans throughout the parks. These cost between $80 and $200
each.
B) Enforcement
Enforcement of basic park rules should help curb the dog waste problem.
If there is a park ranger on duty that is able to enforce dogs being in the
park, they should be able to instead enforce basic park -use rules, such as
picking up dog waste, keeping pets leashed, and writing citations for those
who don't. Fees from citations would generate revenue.
C) License Revenue, Park fees and Pet Passes
According to the City Council Meeting Agenda for May 7 2012, The City of
Dubuque anticipates receiving $146,000 in NET revenue from animal
licensing. This could help pay for enforcement and pet waste stations.
We believe owners who can present a valid pet license should be permitted
in City parks. This would create an incentive to license your pet, and
potentially increase revenue for the City.
Based on U.S.Census popularion data for Dubuque, there are likely around
14,500 dogs in the city. (Pet Ownership Calculator at AVMA.org) However,
According to the City of Dubuque Answer Center, only 6,215 dogs were
licensed in 2011. If all dogs were licensed at the minimum $12 licensing
fee, it would generate an additional $99,400 for the city. If even half of the
unlicensed dogs were licensed at the minimum, it would generate an
additional $50,000 for the city.
An additional small fee per dog could be added to the Eagle Point entry fee
to help pay for the waste stations for those without City licenses.
D) Area dog advocacy groups could sponsor pet clean -up days to ensure
the parks stay clean. They could be on call for the city if there is an issue
with pet waste.
Objection 3) "Okay, but no "vicious" breeds of dogs will be allowed."
Response: There are no vicious breeds, only irresponsible owners.
Dubuque has done a phenomenal job of not discriminating based on
breed, but instead on the actions of dogs and their owners. We applaud
their stance on this issue and appreciate it SO much. All dogs enjoy a long,
sunny walk in the park, and the exercise and socialization that come with a
park walk can help build confidence and character in any dog, making
them better canine citizens.
If bigger cities like Chicago and Des Moines can handle having dogs in
parks, we know Dubuque can, too. With the City's cooperation, and effort
and commitment from dog owners to be responsible, Dubuque can be one
step closer to the #1 City it aspires to be.

I'm signing because I would love to bring my dog to the park. My dog
and I are best friends and when I'm not working, my dog is with me. If
the parks allowed dogs, the city would have more revenue from the
cheri parks because more pet owners would go...even those of us from
manternach cascade small neighboring communities.

Ryan I am a responsible pet owner with licensed dogs, and they would love
Newhard Dubuque to see some of our great parks!
I would be happy to pay a per dog fee in order to bring my dog with us
to the park! Let's pass an ordinance with a hefty fine for anyone
caught NOT cleaning up after their dog(s). I'll keep an up to date copy
Connie of my dog's license in my car to show the attendant at the gate as

Rules like No Pets Allowed in public parks makes me feel
discriminated against. Finding a landlord to rent from also felt like a
form of discrimination. I do not understand this law because it seems
very irrational in that it discourages people to walk in public. 1 would
think that Dubuque would want to be more pet friendly in order to
encourage positive community presence.
I am signing because as a responsible dog owner, that my pets
alicia should be allowed to travel with me to Dubuque la. For an outing and

I lived in Dubuque for many years and I still visit WITH MY
DOGS....the one thing that keep me and many of my fello dockdogs
competitors from staying longer is that the city is not very dog friendly

Dogs are part of peoples family or are their family. But we can not
take our "family" pets to enjoy the beauty of our parks? I agree there
needs to be enforcement of cleaning up after your pet and possibley
keeping them on a long line or leash, but they SHOULD be allowed to
enjoy our parks too!
As long as pet owners are responsible for themselves and their dogs,
there is no reason that dogs should not be able to accompany their
owners to the park!
Vicki It's ridiculous to discriminate by breed. If a dog doesn't like other
Stinson Urbandale dogs or people, the owner certainly isn't going to walk in parks.
Our pets are our family. They deserve to join us in our family outings
to the parks. As responsible pet owners we should know to clean up
after our pets, therefor doggy "oops!" bags should be provided near
Chelsie trashcans. If an owner loves their dog enough to bring them to a park
Cruise Dubuque they should be responsible enough to pick up after them aswell

Reeves Ohio encourages dog - friendly communities.
My girl, Hope, is a member of my family and as a family we like to
share activities /share time together. This would be a great start for
Lynn Pape Rickardsville Dubuque to become more dog - friendly. It is long over due!
Allowing dogs to walk in these parks would be amazing. The ban is
limiting activities that we enjoy. If you are able to enforce "no dogs"
Katie you should be able to enforce that people keep their dogs on a leash

We have gorgeous parks here. I would like to enjoy them with my
dogs and invite my out of town friends and clients to do the same
