Development program grant application by the Dubuque County Historical Society for

Dubuque County Historical Society will provide the local cash match of $8,203.80 and
an in -kind match of $435. No City funds are needed.
The Historic Resource Development Program grant requires the property owner's
signature giving permission for projects initiated by an organization other than the
owner.

Introduction
This memo transmits a grant application of the Dubuque County Historical Society to the State
Historic Preservation Office for Historic Resource Development Program (HRDP) grant funds for
an interior restoration project at the Mathias Ham House Historic Site. A resolution is attached.
Discussion
The Mathias ham House Historical Site, owned by the City of Dubuque, is managed by the
Dubuque County Historical Society as an interpretive site. The grounds and historic properties
on the site are open to the public. The property is a City Landmark Site.
The restoration project will focus on the interior elements of the Ham House that were damaged
by the heavy rains of 2008. While the roof has been repaired and sealed, plaster throughout the
house has suffered as a result of this moisture. This phase of the restoration will continue the
repair of water damaged surfaces, repairing walls and ceiling cracks, finishing and repainting.
The HRDP grant requires the property owner's signature giving permission for projects initiated
by an organization other than the owner. The City Manager's signature on the ownership form of
the application fulfills this requirement for the restoration project.
Budget Impact
The estimated project cost is $17,238.80. The HRDP grant request is for $8,600.00. The
Dubuque County Historical Society will provide the local cash match of $8,203.80. The Society
will provide an in -kind match of $435.00. No City funds are needed.
Requested Action
The requested action is for the City Council to approve the enclosed resolution authorizing the
City Manager to sign the ownership form in support of the HRDP grant application by the
Dubuque County Historical Society. The form was pre- signed because the Society did not
contact the City for a signature until May 15, the deadline date for submission of the grant
application. If the City Council does not authorize the City Manager's signature, the City's
support as the property owner and the grant application will both be withdrawn. .

HISTORICAL SOCIETY OF IOWA FOR RESTORATION PROJECT AT MATHIAS HAM

Whereas, the State Historical Society of Iowa has determined historic building restorations
are eligible for Historic Resource Development Program (HRDP) funds; and

designated the property as a City Landmark Site; and

Project Description
Specifically identify the historical resource and state its significance."
The national significance of the National Register Mathias Ham House is well documented. The thirty -two -room
limestone house was designed by John Francis Rague, designer of the original Iowa and Illinois state capitols.
Rague, who sang in the choir with Abraham Lincoln before coming to Iowa. The Ham House was recorded by the
Historic American Building Survey (NABS) and is used to illustrate the Italian Villa style in Roger W. Moss's The
American Country House (1991). The historical record documents the existence of an Indian mound on the Ham
house grounds and an archaeological examination has identified the presence of nearby surface lead mine pits
consistent with Native American mining. Mathias Ham came to the region in 1828 and lived and mined at this site
beginning in 1833 living in a log cabin with his family and ten other miners. Lead was the foundation of the regional
economy from 1788 to the 1850s and in the 1830s, this region produced 90% of the country's lead -10% of the world's
supply. Rague designed and Ham built the house in 1856 and the family lived there until the 1920s. Ham was not
only a successful miner and smelter, but a farmer, city councilman, railroad investor, and owner of the Eagle Point
Mississippi River ferry. He opened his house to boarders and lodgers from the nearby Eagle Point boat yard and
steamboat travelers. Interpretation of the house and grounds allows visitors and school groups to understand that not
only was Dubuque once the frontier, but it was also the location of the nation's first mineral rush years before the
California 49ers looked westward to find rich mineral deposits.
The grounds of the Ham House site are also significant. They contain physical and archaeological evidence of
outbuildings including the barn, the Greek Revival style privy, and evidence of early lead mining as well as Native
American mounds.
Another important period on the history of the house is its affiliation with the park system. From 1933 to 1936, noted
landscape architect Alfred Caldwell served as the superintendent of parks in Dubuque, during which time he had his
office at the Ham House while he was creating the Prairie style pavilions and landscaping at the contiguous Eagle
Point Park. Caldwell was a student of the style of Frank Lloyd Wright who invited him to Taliesin. Caldwell worked
closely with legendary landscape architect Jens Jensen and called upon his mentor during the Eagle Point park
construction for creative assistance. Park board minutes reveal that Caldwell was ordering materials for the Ham
House on the same invoices as the creation of the now historic structures at Eagle Point Park. Caldwell's work in
Chicago included the Lily Pond in Lincoln Park, the landscape of the Illinois Institute of Technology and serving as
professor of landscape architecture at IIT, hired by noted architect Mies Van Der Rohe. They worked together to
design Lafayette Park in Detroit. In 1980 Caldwell was awarded the Distinguished Educator Award from the Chicago
chapter of the American Institute of Architects.
The Ham House is a highly visible historic resource that is a significant part of Dubuque's overall dedication to historic
preservation. The cities of Dubuque, Seattle, and San Francisco have been named as pilot project Historic
Preservation Green Labs for the National Trust of Historic Preservation, a designation recognizing the private and
public partnerships that are preserving the historic fabric of our community.

The record heavy rains of 2008 not only caused tremendous flooding, but also damagedthe Ham House property.
While the roof has been subsequently repaired and sealed, plaster throughout the house has suffered as a result of

this moisture Paint has peeled away and cracks have developed in the walls, celing and moldings. Wood grain
painted areas are damaged and water stains need to be repainted. The freeze and thaw cycle during the record
temperatures of the 2008 -2009 winter played a part in this damage.
The restoration of the rooms on second floor is the next step in the Ham House restoration plan. Previously, the roof,
gutters and downspouts have been repaired. Site drainage has been improved at that time. The grand staircase,
which was pulling away from the wall has been restored by Gronen Restorations, a firm that has won many accolades
for their sensitive and thorough restoration of many of Dubuque's architectural treasures. The cupola and its
decorative plaster has been expertly repaired by Haverland Plastering.
This phase of the restoration will continue the repair of water damaged surfaced, repairingwall and ceiling cracks as
well as finishing and repainting. Previous patches will be replaced as part of this process. A quote was obtained from
Richard L. Haverland Plasters for the plaster repair and painting.:

Raster repair and painting will be performed by Haverland Plastering unbder the direction of Conservator Abrogast,
Curator and project director Cristin Waterbury, and project facilities manager John Ogelsby
Architectural Conservator David Arbogast will consult on this project to ensure that procedures are appropriate and
consistent with Secretary of Interior Standards and also that that historic colors and plaster are properly matched.
Arbogast will come to Dubuque to meet the projecty team and create the project specifications for the contractual
work. He will also come to Dubuque instruct the contractors and inspect the work while it is underway.
Collections Manager Tish Boyer will be responsible for artifact removal and packing as well as ensuring that the work
area is isolated to prevent m igration of dust and chemicals. Once the restoration is complete she will restage the
artifacts and interpretive elements..
All work will be performed with strict adherence to the Secretary of the Interior's Standards and Guidelines for
Archeology and Historic Preservation.

How will the proposed actions assist the historical resource?*
Restoring and maintaining the original fabric of the house and seeing that it remains watertight is paramount to its
preservation. The restoration of plaster is also essential for the continued interpretation of the historic house. Rooms
are used to convey the story of the Ham family and life in early Dubuque. This project will not only preserve the
historic structure but the valuable historic resources within. Artifacts have had to be removed due falling ceiling
plaster, limiting the interpretive elements available for educators to share with visitors.
The repair of cracks and water damage will also prevent further deterioration of these affected areas. Repainting
provides a protective coating for the plaster. This work will aid in the continued preservation of the architecturally
significant Ham House.

How will the project have an impact on the local community ?`
The public value of the Mathias Ham House is significant. Thousands of people tour the house annually. The house is
open to the public and interprets the local, regional, and national history of the site. The house is used to illustrate the
early history of Dubuque as the family progressed from log cabin to Italian Villa using the proceeds of Ham's lead
smelting business School children from Dubuque and the tri -state area come to the Ham House to support classroom
curriculum on local history. The site also includes an 1880s one room schoolhouse, an 1840s granary, a recreated
lead mine, and the 1833 Arriandeau cabin —the oldest building in Iowa.
The restoration of the Ham House is crucial to this public use. The Ham House and grounds are used for public
events such as the annual Christmas at the Ham House, and one of Dubuque's most popular free family events, the
4th of July Ice Cream Social, to be held for its 48th consecutive year. The festive atmosphere of the elegant house
and grounds delights families as they enjoy living history presentations, historic games, delicious cake, and

educational entertainment such as the 3rd Iowa Light Infantry in full Civil War uniforms firing their reproduction
cannon.
This restoration phase will create a safe environment for visitors including small children by alleviating the threat of
falling plaster. The current condition of these rooms limits interpretation of daily family life via the bedrooms and
servants' quarters.

The Society's Everybody's Museum Membership program provides free
memberships to Dubuque County residents who qualify for federal assistance
programs. The restoration of the Ham House rooms will provide for greater
exhibition space, giving this population segment greater access to historic
resources and related educational programming.
