INTRODUCTION
This memorandum recommends three appointments to the City's Enterprise Zone Commission.
The City Council is asked to confirm recommendations for the three at -large positions to serve
on the Commission.
BACKGROUND
The composition of the City's Enterprise Zone Commission is regulated by State law. The
Commission shall consist of nine (9) members. Six of the commissioners must represent
specific organizations, and three are at -large positions. Membership shall consist of a
representative of an international labor organization; a member with economic development
expertise selected by the Iowa Economic Development Authority; a representative of the City
Council; a member of the Northeast Iowa Community College Board of Trustees; a member of
the Long Range Planning Advisory Commission; a representative of the local workforce
development center selected by the Iowa Workforce Development Department; and three at-
large members selected by the first six representatives. Once appointed, the Commissioners
must be confirmed by the City Council. As Commissioners' terms have expired or vacancies
created by departures, the representative organizations have been asked to select or reconfirm
their chosen representative.
DISCUSSION
Attached to this memo are applications from Dan LoBianco, Doug Stillings, and Rick Stein.
All three currently serve on the commission and have requested to serve another term. On
May 8, 2012, the Enterprise Zone Commission unanimously approved their applications for
the At -Large seats. Their terms will run until February, 2015.
ACTION STEP
The action step for the City Council is to review and confirm the recommended
representatives for the at -large positions to serve on the City's Enterprise Zone
Commission.

Commission will be made at a later meeting. Applicants will then be notified as to the outcome of the Council's action. If
